About The Position

As a learning and development project manager in the Change Management and Learning Development practice area, you will collaborate with team members to support a large-scale learning modernization initiative for the New York State Office of Children and Family Services (OCFS). This role will lead the planning, coordination, and implementation of multimedia solutions developed in Articulate Storyline and Articulate Rise while partnering with agency leadership, subject matter experts, instructional designers, and technical teams to ensure successful project delivery. Serving as a learning and development project manager, your day-to-day role as a NYSTEC consultant will include combining project management skills with experience supporting learning and development initiatives within New York State government or other highly regulated environments. They will translate complex policies and business processes into effective training solutions and can successfully manage stakeholder expectations throughout organizational change.

Requirements

  • Experience managing learning and development, training implementation, organizational change, or business transformation projects.
  • Experience working with New York State agencies or within another public sector or highly regulated environment.
  • Knowledge of New York State policies, administrative processes, and governance structures.
  • Experience coordinating cross-functional teams, subject matter experts, and business stakeholders.
  • Strong facilitation, communication, and relationship management skills.
  • Experience reviewing complex policy or program information and translating it into actionable project deliverables.
  • Demonstrated ability to manage multiple priorities, timelines, risks, and stakeholder expectations simultaneously.
  • Experience developing project documentation, meeting materials, executive communications, and status reporting.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Teams, and SharePoint.
  • Experience supporting health and human services, child welfare, or other New York State health and human services programs is highly desirable.

  • Experience supporting implementation of Articulate 360 learning solutions or other multimedia development platforms.
  • Familiarity with learning management systems (LMS) and online training delivery
