About The Position

Ever-Green Energy is looking for a Senior Construction Manager – Thermal Energy Networks to provide project management for new construction, repair, and upgrade projects for the District Energy and District Cooling hot water and chilled water distribution systems including valves, underground vaults, tunnels, substations, communication conduit, and customer connection mechanical systems to ensure that all customers receive a reliable supply of thermal energy.

Requirements

  • Post‑secondary course work or equivalent experience in math, written communications, piping systems and other areas related to energy systems technology and/or engineering, welding, and utility construction.
  • Background in quality standards pipeline installation, maintenance and repair, in working with contractors, vendors, and customers, in working with engineering information, contract drawing, and in preparing reports and records.
  • Three to five years’ experience leading a team in utility or mechanical construction.
  • Flexibility and adaptability to changing job situations.
  • Ability to deal diplomatically with people inside and outside the company.
  • Ability to read technical drawings.
  • Good supervisory skills.
  • Effective oral and written communications, technical orientation, and records management
  • Ability to climb into and out of vaults and perform lifting of equipment.
  • Valid Minnesota driver’s license and a good driving record.

Responsibilities

  • Responsible for Distribution System Construction Project Management requirements for system expansions and extensions, repair and upgrade contracted project work.
  • Prepare contract documents for bid and review engineered drawings for the Ever-Green Energy Engineers for accuracy. Ensure all project designs meet distribution standards for long term system performance. Perform material take-off for project work.
  • Provide field oversight to ensure contractor compliance with design drawings, specifications, budget requirements, distribution standards of quality, and schedule. Coordinate contractor work with City officials, subcontractors and Ever-Green Energy customers. Administer contracts to ensure record documentation is obtained including submittals, as-built record drawings, testing results, etc.
  • Provide oversight of the Distribution Project Managers and Field Superintendents to ensure that the project requirements are completed.
  • Plan and coordinate Distribution System shut downs including customer service requirements, plant operations, and staffing of distribution personnel for system repairs, and new service connection work.
  • Responsible for project safety including contractor safety policy requirements and documentation.
  • Provide contract administration requirements including contract preparation, progress and final payment request processing, submittal register and submittal processing, testing compliance, change orders, contractor lien waivers, etc. Resolve construction issues as required.
  • Review completed As-Built record drawings and other contract required records for completed projects.
  • Utility Construction: Watchdog Requirements. Manage the oversight of other utility contractors working near District Energy infrastructure.
  • Provide direct oversight for the Distribution System Preventative Maintenance Program and other Distribution Department Records.
  • Continue development of the District Energy database program for preventative and corrective maintenance.
  • Support the seasonal shunt program requirements.
  • Provide records management for system customer impact records, budget spreadsheets, vault status, fixed assets, and equipment assets including vehicles.
  • Schedule Tradesworker staff to ensure preventative maintenance work is completed in accordance with equipment manufacturers’ requirements.
  • Provide backup technical support for the Mt. Airy Substation the Distribution System Pipe Monitoring Programs.
  • Provide backup support for the District Energy Moisture Detection System monitoring and the District Cooling Cathodic Protection System.
  • Supervise the Distribution Department Tradesworker Staff
  • Oversee Tradesworker daily work including preventative maintenance, and scheduling for locate work, materials management and other distribution department functions.
  • Work with the Lead Tradesworker to ensure safety reviews are conducted.
  • Manage and participate in District Energy's "On-Call" Program. Establish after hours response requirements from the Answering Service to contractors and staff.
  • Provide customer service as necessary to ensure that mechanical system interface equipment operates as designed. Assist customers, and/or customer's mechanical contractor in analyzing system problems.
  • Safety: Provide visible safety leadership and drive continuous improvements to achieve desired safety goals. Develop strategies to achieve safety plan results. Oversee and develop safety leaders to ensure a safety conscious work environment. Contribute to site safety performance improvement by holding workers, supervisors, and self-accountable for safety.
  • Operational Effectiveness: Manage team performance through focus on operational efficiency across areas of responsibility. Ensure and reinforce the importance of process adherence and contractor communication. Drive continuous improvement efforts to define and shape opportunities that drive project efficiency.
  • Pipeline Project Optimization & Strategy: Achieve safety, productivity, customer service, and reliability targets by conducting and implementing the planning for pipeline projects. Develop and effectively manage construction budgets and scheduled plans. Identify and implement process improvements. Ensure execution of plans and construction standards.
  • Project Team Management: Establish workforce/development planning practices to build strong, competitive teams and effectively manage performance of the Distribution Team and our selected contractors. Select, optimize, plan and direct the workforce used to provide safe, reliable, compliant operations, and ensure construction standards are met.
  • Relationship Management: Build and maintain effective internal and external relationships. Foster an environment of collaboration within own organization and with our contractors. Develop solutions that meet customer needs. Remove obstacles and provide assistance to team members and contractors to improve project outcomes.
  • Project Management: Manage and guide the execution and documentation of work in accordance with District Energy construction procedures. Ensure crews are qualified to perform work responsibilities. Monitor and track processes to ensure compliance with District Energy construction and reporting practices.
  • Participate in and follow all safety program requirements.
