About The Position

The Senior Construction Inspector is responsible for inspecting the safe and economical construction of public works projects to ensure compliance with plans, specifications, various codes and departmental policies. Coordinate inspections, close out documents, pre-construction meetings, and department needs with Construction Inspectors.

Requirements

  • Graduation from high school or equivalent.
  • At least 7 years construction inspection experience in Public Works construction or 10 years’ experience in street maintenance, drainage, water and/or wastewater.
  • Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • Must possess or be able to obtain a valid Texas Driver’s License and be eligible for coverage under the City of Hutto vehicle insurance provider.
  • Extensive knowledge of Principles, methods, terminology, materials, equipment, and safety hazards and prevention regarding public works construction activities.
  • Defects and faults in construction.
  • Knowledge of Mathematics including algebra, geometry, and trigonometry.
  • Soil mechanics and geology.
  • Materials sampling, quality testing equipment and procedures, and estimate procedures.
  • Engineering mechanics of structures.

  • Applicable laws, regulations, codes, and departmental policies governing the construction of assigned public works projects.
  • Survey trade principles and practices.
  • Traffic control devices and standards.
  • Accessibility standards.
  • Ability to Interpret and apply applicable laws, regulations, codes, and departmental policies governing the construction of assigned City public works projects.
  • Analyze, understand and interpret engineering plans, maps, and specifications, and prepare accurate engineering records.
  • Deal firmly and tactfully with contractors, engineers, and property owners.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.
  • Detect and locate faulty materials and workmanship and determine the stage of construction during which defects are most easily found and remedied.
  • Prepare technical reports.
  • Utilize tools and equipment used in construction, engineering and surveying trade including level, slump cone, engineer’s scale, measuring wheel, calculator, computer, and pin finder.
  • Recognize inefficiencies and problems regarding standard construction details and practices and make recommendations for improvement.
  • Differentiate whether various contractor request can be resolved via red-lining or RFI.

Nice To Haves

  • Prefer completion of construction inspection courses similar to such courses administered by the Texas Engineering Extension Service, including Duties and Responsibilities of Inspectors, Basic Concrete, Underground Utilities, Contract Administration and Management, Reading Plans and Specifications, Basic Surveying, Basic Soil Technology, Contract Documents and Site Preparation, and Basic Asphalt Technology.

Responsibilities

  • Review all close out documents for accuracy.
  • Assist Civil Inspectors and ROW Inspector with scheduling of pre-construction meetings.
  • Assist Civil Inspectors and ROW Inspector with questions regarding their projects as well as specifications/details.
  • Attend department meetings and update the Construction inspection supervisor on project statuses.
  • Review Right of Way permit plans, assess fees as well as issue permits.
  • Assign necessary inspections so that Right of Way permits can be closed out.
  • Primary inspector for all Capital Improvement Projects.
  • Inspect work quality and materials relating to the construction of public works projects and to ensure compliance with approved plans, specifications, codes, and ordinances.
  • Conduct project close-out walkthroughs as well as 2-year warranty walkthroughs.
  • Monitor job status tracker for any upcoming walkthroughs needed.
  • Review plans and specifications of assigned project and attend pre-construction conferences with engineers, contractors, developers, city staff, etc. to discuss general information of assigned project.
  • Check for construction permits and inspect materials for identification and conformance to specifications.
  • Inspect various structures such as street systems, drainage facilities, water and sewer systems, dry utilities and other construction; check line, grade, size, elevation, and location of structures and improvements for conformance with plans, specifications and regulations.
  • Take and prepare samples or observes sampling of materials for examination or analysis by laboratories.
  • Coordinate work with contractors, property owners, developers, City and franchise utilities, Laboratories and other City departments.
  • Prepare a variety of activity records and reports.
  • Review pay estimates for verification of construction quantities.
  • Perform related duties as assigned.
  • Attends or leads project coordination meetings as required.
