About The Position

The Senior Construction Inspector works under general direction and is responsible for administering CIP maintenance contracts, inspecting public and private construction projects, performing utility locates, managing citywide right-of-way and traffic control permits, and conducting related inspections. Responsible for the Engineering Department projects, serving as a liaison to utility companies, explaining and enforcing City policies, procedures, and specifications; and performing other technical work, including the documentation of engineering plans, drafting, and production of charts, maps and drawings. Provides project management and engineering support services for the City’s capital maintenance projects. Employees will coordinate the completion of maintenance projects to ensure conformance with City standards and specifications, and work within City rights-of-way.

Requirements

  • Associate degree in a related field; equivalent combinations of education and experience may be considered.
  • 5 years of work experience in civil engineering, construction, or other closely related fields.
  • Valid Colorado Driver’s License or ability to obtain within six months of hire.
  • May be required to work overtime depending on the city’s needs.
  • Must be comfortable working and or driving in inclement weather conditions.
  • Knowledge of the principles, practices and methods of construction project administration, inspection, and engineering.
  • Knowledge of materials, methods, and the tools involved in the construction of streets and utilities, such as water, sewer, irrigation, and storm sewer projects.
  • Knowledge of utility locating equipment.
  • Knowledge of engineering principles, drafting techniques, and drafting procedures.
  • Knowledge of geometry, trigonometry, and algebra.
  • Knowledge of roadway and utilities construction standards and specifications.
  • Knowledge of surveying methods and equipment including GPS.
  • Knowledge of trench shoring and safety and confined space entry.
  • Knowledge of MUTCD, EPA, and NPDES standards and requirements.
  • Skill in reading and interpretation of engineering plans, construction drawings, maps, and blueprints.
  • Skill in the use of AutoCAD and civil engineering drafting standards.
  • Skill in the use of ESRI, MT Exec, PAVER, Web TMS, Caselle, Community Core, Bidnet, and GIS software.
  • Ability to listen to, read, understand, and communicate the English language both orally and in writing so others can understand, such as correspondence, report writing, and emails.
  • Punctual and have good attendance and to communicate effectively for scheduling conflicts or when taking leave according to city policy.

  • MS4 compliance & enforcement certification.

Responsibilities

  • Estimating quantities and cost of materials, equipment, or labor to determine project feasibility.
  • Monitoring construction project progress and ensuring conformance to design, specifications, standards, and safety on project/construction sites.
  • Reviewing proposed Development Plans for general conformance with overall City Master Plans and specific conformance with City Engineering Standards and Details.
  • Conducting utility locates, research City and County records for existing ownerships, deeds, easements and right-of-way easements and utility locations.
  • Conducting construction inspections of capital improvement projects, private development projects, capital maintenance projects, and traffic control setups.
  • Conducting construction plan reviews and assisting with the upkeep of the City’s standards and specifications.
  • Conducting initial and final acceptance walkthroughs of all public and private infrastructure projects.
  • Tracking developer performance bonds, developer contributions, and asset acceptance post two-year warranty acceptance.
  • Providing surveying, construction, right-of-way easements and technical advice regarding design and construction.
  • Analyzing pavement management data and computing results and maps to assist with decision making for various maintenance projects.
  • Reviewing all traffic control plans and ensuring that submitted plans are adequate for the safety of the public.
  • Conducting review of all Right of Way Permits, all access permits, and all site plan submittals.
  • Performing field reviews of constructed buildings to ensure appropriate drainage and conformance with lot grading practices as requisite for the issuance of residential Certificates of Occupancy.
  • Assisting with review of final grading permits.
  • Performing traffic study data collection and creation of traffic study data reports.
  • Assisting with engineering surveying.
  • Coordinating project data filing including As-Built information.
  • Conducting NPDES MS4 storm water inspections.
  • Maintaining MS4 filing system.
  • Reviewing and assisting with approval of MS4 permit applications.
  • Maintaining inspection, utility and project files and logs.
  • Performing additional duties as assigned.
