Requirements

  • Bachelor’s degree in engineering from an Accreditation Board for Engineering and Technology (ABET) accredited university.
  • 6+ years of progressive experience in the natural gas or hazardous liquid pipeline industry with a compliance background.
  • Strong project management expertise with the ability to lead regulatory program development, process improvements, and implementation initiatives.
  • Deep knowledge of DOT and state pipeline safety regulations, ASME B31.8S, industry standards, and natural gas transmission operations.
  • Excellent analytical, technical, and problem-solving skills, with the ability to resolve complex issues independently and leverage technology effectively.
  • Strong leadership, communication, collaboration, and organizational skills, with the ability to manage priorities, resources, and stakeholder relationships in a fast-paced environment.
  • A valid driver's license and maintenance of a responsible driving record is required which will be validated before hire.

Responsibilities

  • Act as the Regulatory Compliance recognized authority within the organization and main liaison for Federal and State regulatory agencies.
  • Support the interpretation process of Department of Transportation (DOT) Pipeline regulations for the company and act as a liaison between collaborators such as Pipeline Integrity, Underground Storage, Gas Control Department, and Operations regarding DOT Pipeline regulatory compliance.
  • Support multiple departments in preparing for Federal and State regulatory inspections, including pre-audits, and help coordinate regulatory inspections.
  • Develop and deliver regulatory filings and correspondence, including comments to proposed regulations, responses to inquiries and enforcement actions, and various other notifications.
  • Help prepare and submit DOT Annual Reports for Hazardous Liquid, Gas Transmission, and Gathering Systems.
  • Handle special permits, including annual reports and notifications to the Pipeline and Hazardous Materials Safety Administration (PHMSA).
  • Address regulatory issues/concerns in pipeline construction projects and operations.
  • Support the creation and rollout of standardized risk control programs, work methods, and company Scope of Projects (SOPs) to meet regulatory requirements.
  • Coordinate review and updates to Enbridge’s established operating guidelines and Engineering procedures.
  • Represent Enbridge U.S. on industry committees such as American Society of Mechanical Engineers (ASME) and Interstate Natural Gas Association of America (INGAA).
  • Support new rule-making/special permit implementation and execution of processes, e.g., Rupture Mitigation Valve, Integrity Management Alternative.
