About The Position

University of Iowa Health Care’s department of Patient Financial Services – Research Billing Compliance is seeking a Senior Compliance Coordinator to promote and support policies and procedures to implement and maintain compliant research billing processes for clinical trials and research studies conducted by University of Iowa research investigators. This position is eligible to participate in remote work and applicants who wish to work remotely will be considered. Training will be held either ONSITE or via Hybrid (Inhouse/Zoom) from the HSSB building at a length determined by the supervisor. Remote eligibility will be evaluated upon a satisfactory job training opportunity. Per policy, work arrangements will be reviewed annually and must comply with the remote work program and related policies and employee travel policy when working at a remote location.

Requirements

• Minimum of 3 years of experience developing Research Billing Plans, managing clinical trial protocols, and analyzing Epic charges incurred by clinical trial patients.
• Knowledge and understanding of Medicare’s clinical trial policy.
• Excellent verbal, written and interpersonal communication skills.
• Proficiency in MS Word, PowerPoint and Excel.

• Familiarity with University of Iowa Institutional Review Board (IRB) processes and procedures.
• Knowledge of medical terminology.
• Experience and knowledge of Patient Financial Services’ functions, systems, processes & policies.
• Experience in designing MS Access forms and databases.

Responsibilities

• Develop and support program objectives of the Research Billing Compliance program.
• Identify and investigate complex issues related to research billing compliance, collaborating with appropriate departments as needed, to identify solutions and implement process improvement.
• Serve as senior reviewer of research studies, analyze billing compliance risks and provide final determination of Research Billing Compliance oversight needed.
• Develop department processes and create documents to educate, facilitate, and establish consistency; modify as needed to improve workflow and maximize efficiency.
• Monitor and audit the workflow of internal and external staff to ensure accuracy and completeness of established processes.
• Serve as a main department contact for internal and external staff and provide education and guidance as needed.
• Review and evaluate research billing materials received from research investigators, prepare documents for review and analysis related to research billing compliance. Contact the research study team and/or Principal Investigator as necessary to clarify information in study protocols, consent documents, budgets, etc.
• Conduct Medicare coverage analyses and develop research billing plans for clinical trials conducted at UI Health Care.
• Perform detailed analysis of Epic charge accounts, reviewing which charges are related to the study, which are billable to insurance, and which are billable to the study, relative to the research billing plan. Apply Medicare and institutional billing requirement/regulations to the charge review. Identify variances between actual charges received and expected charges, based on the research billing plan.
• Counsel and provide information to research investigators regarding the University of Iowa research billing policy and procedures, and Medicare/other third-party research billing rules. Train and educate research investigators on compliant research billing procedures.
• Serve as liaison to research investigators and personnel in the Division of Sponsored Programs, the Human Subjects Office, Grant Accounting, Finance, and Patient Financial Services on issues related to research billing compliance.
• Maintain and monitor an internal research billing database of clinical trials; prepare occasional reports.
