About The Position

The City of Oceanside is accepting applications for the position of Senior Civil Engineer. This role involves the management, supervision, and oversight of complex and high-profile projects, including the concrete portion of the Oceanside Pier and Lifeguard headquarters project, and the Beachfront Phase II improvements. The incumbent will manage multiple projects simultaneously and may be assigned projects related to Land Development/Developer’s projects. Responsibilities include preparing and managing Requests for Proposals, Formal and Informal Bid requests, preparing Project Study Reports, plans, specifications, and cost estimates, attending City Council and Commission meetings, and hosting public outreach meetings. Work experience must encompass streets, storm drains, sidewalks, dry utilities, drainage facilities, parks and park facilities, public facilities, and municipal buildings, along with construction management. A Professional Civil Engineering License is required at the time of application.

• Ability to supervise and coordinate City CIP projects including subdivision inspections and plan review and approval.
• Ability to read and interpret various engineering designs, plans and specifications.
• Ability to ensure project conformance with recognized City, State and Federal standards.
• Ability to resolve construction disputes between the City and developers, contractors and the public.
• Ability to negotiate, prepare and administer contracts.
• Ability to prepare clear and concise reports.
• Ability to communicate clearly and concisely, both orally and in writing.
• Ability to establish and maintain effective relationships with those contacted in the course of work.
• Six years of increasingly responsible civil engineering experience including two years of supervisory responsibility.
• Possession of registration as a Professional Engineer (PE) in the State of California at the time of application.

Nice To Haves

• Experience in roadway, curb and gutter, storm drain, storm water compliance, and/or park buildings, municipal buildings, essential facilities experience and dry utilities is desirable.

Responsibilities

• Works with various outside agencies in the coordination and completion of projects.
• Performs related duties and responsibilities as required.
• Prepares, issues and manages Requests for Proposals, Formal and Informal Bid requests.
• Prepares Project Study Reports.
• Attends City Council and Commission meetings.
• Plans and hosts public outreach meetings as needed.
