About The Position

The City of Pomona is seeking an experienced and motivated Senior Civil Engineer to help lead impactful land development and infrastructure projects within our Public Works Engineering Division. This key role oversees land development and building plan check activities, coordinates with internal departments and outside agencies, and provides high-level technical support to the City Engineer. This is an exciting opportunity to shape the built environment of Pomona while ensuring projects meet regulatory and community standards. The ideal candidate will possess strong knowledge of land development, building plan check processes, and applicable regulations such as the Subdivision Map Act, ADA requirements, and stormwater mandates. Successful candidates will demonstrate effective supervisory skills, sound technical judgment, and the ability to collaborate with developers, consultants, agencies, and the public.

Requirements

  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
  • Six years of progressively responsible experience in civil engineering.
  • Possession of, or must obtain, an appropriate, valid driver's license.
  • Possession of a Certificate of Registration as a Professional Engineer in the State of California.

Nice To Haves

  • Experience in land surveying is desirable.
  • Possession of a Certificate of Registration as a Land Surveyor in the State of California is desirable.

Responsibilities

  • Assist in coordinating the organization, staffing, and operational activities for the assigned Engineering Division programs.
  • Assist in the development and implementation of goals, objectives, policies, and priorities for the Engineering Division.
  • Assist in selecting, training, motivating, and evaluating assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies.
  • Provide supervision for the assigned programs and activities; meet with staff to identify and resolve problems; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures.
  • Assist in identifying opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.
  • Participate in the development and administration of the assigned budget; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary.
  • Oversee and review the preparation of plans, specifications, estimates, and bidding documents for public works projects.
  • Prepare various reports and studies such as Council reports, budgets, environmental reports, requests for proposals, requests for qualifications, progress reports, and grant applications for funding.
  • Review developer plans for conformance with the City standards, policies, and codes.
  • Analyze bids and make recommendations to the City Council for award of contracts.
  • Collect field data using surveying equipment.
  • Coordinate assigned services and activities with those of other divisions and outside agencies and organizations.
  • Provide staff assistance to the Principal Civil Engineers and Assistant City Engineer; prepare and present staff reports and other necessary correspondence.
  • Review work in progress and submit finished product to the Principal Civil Engineer.
  • Coordinate and work with private sector developers, engineers, architects, contractors, and owners to discuss projects under consideration or in progress, and to assist in compliance with City and State engineering standards; perform engineering and construction contract management and plan checks to ensure adherence to contract specifications.
  • Respond to and resolve difficult inquiries and complaints.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of civil engineering.
  • Perform related duties and responsibilities as assigned.
