About The Position

Thompson & Litton (T&L) is seeking an experienced Senior Civil Engineer specializing in Water & Wastewater to join their team. This role offers a technical leadership position with a clear path for advancement to Lead Civil Engineer. The engineer will be responsible for managing high-impact public infrastructure projects from conception through construction, focusing on water and wastewater utility systems. This position is available in Tennessee or West Virginia and is ideal for someone looking to lead regional utility initiatives, guide project strategy, and mentor junior engineers.

Requirements

  • Active Professional Engineer (PE) license required, with the ability to obtain licensure in the state of employment through reciprocity as needed.
  • Ideally 8+ years of progressive civil engineering experience, with a strong focus on water/wastewater utility systems and a desire to grow into a group leadership role.
  • Hands-on experience with hydraulic modeling software, specifically WaterCAD and SewerCAD.
  • Demonstrated experience with several of the following: Water distribution systems, Sanitary sewer collection systems, Force mains and pump stations, Utility relocation and rehabilitation projects, Water and wastewater treatment-related improvements, Hydraulic modeling or utility system analysis, Permitting through local, state, and federal agencies, Construction administration and field coordination, Public-sector utility client coordination, Managing project schedules, budgets, and technical staff.
  • Bachelor of Science in Civil Engineering or Environmental Engineering.

Nice To Haves

  • Familiarity with AutoCAD is preferred but not required.

Responsibilities

  • Lead the engineering of complex water and wastewater utility projects, including linear utility improvements, pump stations, force mains, and treatment-related infrastructure.
  • Review engineering plans and calculations for quality, technical accuracy, constructability, and compliance with applicable local, state, and federal standards and regulations.
  • Direct project schedules, budgets, and technical design staff to ensure successful, on-time project execution.
  • Oversee the preparation and submission of comprehensive permit packages through local, state, and federal agencies.
  • Manage construction administration and field coordination.
  • Serve as a primary point of contact for public-sector utility clients.
  • Mentor junior engineers and shape team culture.
