About The Position

Modern Government Solutions (MGS) is seeking a Senior CI/CD & Integration Engineer to support Blue Water Instrumentation (BWI) RDT&E efforts at the Point Mugu Sea Range. This role is responsible for designing, building, and maintaining DevSecOps pipelines, automated build/test/deploy workflows, and secure integration solutions across DoD environments, including MS365 GCC High, Azure Government, NMCI, and FlankSpeed. The Senior CI/CD & Integration Engineer enables secure, repeatable, and scalable software delivery by bridging development and operations across multiple network boundaries, ensuring compliance with CMMC, RMF, and STIG requirements throughout the software lifecycle.

Requirements

  • Must possess an active Department of Defense (DoD) Secret security clearance.
  • Bachelor's degree in Computer Science, Software Engineering, Information Technology, or related field (or equivalent experience).
  • 8+ years of experience in software engineering, DevOps, or CI/CD pipeline development, including experience in DoD or Federal environments.
  • Experience with Azure DevOps in GCC High or equivalent secure cloud environments.
  • Proficiency in Infrastructure as Code tools such as Terraform, Bicep, or ARM templates.
  • Hands-on experience with containerization technologies including Docker and Kubernetes.
  • Strong scripting and automation skills (e.g., PowerShell, Bash, Python, YAML pipelines).
  • Experience integrating security tools and practices into CI/CD pipelines.
  • Working knowledge of DoD cloud environments and deployment constraints (e.g., IL4/IL5/IL6).
  • Familiarity with cybersecurity frameworks including CMMC, RMF, NIST, and DISA STIGs.
  • Experience designing and implementing API integrations and distributed system architectures.
  • Strong understanding of version control, branching strategies, and release management practices.
  • Strong analytical, problem-solving, and communication skills.

Nice To Haves

  • Experience operating CI/CD pipelines in air-gapped or boundary-controlled DoD environments.
  • Experience with Power Platform application lifecycle management in GCC High.
  • Familiarity with GitOps practices and modern deployment strategies.
  • Knowledge of Zero Trust architecture principles in DevSecOps environments.
  • Experience implementing software supply chain security practices (e.g., SBOM, provenance).
  • Experience with Azure Policy, Defender for Cloud, or compliance automation tools.
  • Familiarity with NMCI and FlankSpeed application deployment processes.
  • Experience with database CI/CD and schema management.
  • Knowledge of test and evaluation (T&E) data environments or range systems.
  • Relevant certifications in Azure, Kubernetes, DevOps, or cloud architecture.

Responsibilities

  • Design, implement, and maintain CI/CD pipelines in Azure DevOps (GCC High) for application build, test, and deployment workflows.
  • Architect and operate DevSecOps infrastructure, including automated testing, security scanning, and deployment processes.
  • Engineer secure integration pathways and data flows across GCC High, AzureGov, NMCI, FlankSpeed, and other DoD network environments.
  • Implement Infrastructure as Code (IaC) solutions using tools such as Terraform, Bicep, or ARM templates.
  • Build and maintain containerized environments using Docker and Kubernetes (AKS) for application hosting and microservices deployment.
  • Establish and enforce code management practices, including branching strategies, version control, and release management.
  • Integrate automated security controls, including SAST/DAST, container scanning, and dependency analysis, into CI/CD pipelines.
  • Automate compliance validation, including DISA STIG alignment and secure configuration enforcement.
  • Support Power Platform integration and application lifecycle management within GCC High environments.
  • Design and implement API integrations, service interfaces, and messaging patterns for cross-system data exchange.
  • Develop monitoring, logging, and observability solutions using Azure-native tools.
  • Maintain documentation including pipeline architecture, runbooks, and integration specifications.
  • Support system integration, validation, and testing activities for prototype and operational environments.
  • Collaborate with cybersecurity personnel to ensure compliance with RMF, CMMC, and continuous monitoring requirements.
  • Stay current on emerging DevSecOps tools, AzureGov capabilities, and DoD cloud deployment practices.
  • Provide technical leadership and mentorship to junior engineers as needed.
  • Work in a combination of office and laboratory environments.
  • Provide hands-on support to systems, integration efforts, and operational environments.
  • Support extended hours or mission requirements during test events and operational activities.
