About The Position

OUC - The Reliable One is seeking a Senior Chemical Power Plant Engineer for its Engineering & Operations team. The role provides engineering and project-management support to Power Plant Operations and Maintenance, with a focus on safe, efficient, reliable generation and plant improvement. The engineer leads complex projects from investigation and design through implementation, evaluates equipment and process performance, develops specifications and project scopes, and prepares budgets, estimates, schedules, and project justifications. The position coordinates OUC personnel, contractors, suppliers, and outside engineers; supports procurement and bid processes; and helps ensure equipment meets design requirements, safety obligations, environmental regulations, and applicable industry and NERC/CIP requirements. The role also investigates equipment failures and process problems, identifies cost-saving opportunities and evaluates new technologies, researches and specifies plant equipment, performs engineering calculations, and coordinates plant modification and capital projects. The engineer works with management and environmental staff on equipment readiness and permit changes, and may be required to work stand-by or call-out when necessary. The position is based at Stanton Energy Center. Working conditions include frequent proximity to moving machinery, fumes or airborne particles, extreme heat, and vibration, with occasional exposure to wet or humid conditions, elevated or confined spaces, toxic or caustic chemicals, electric-shock risk, and outdoor conditions. Physical demands include constant reading; potentially frequent standing, walking, sitting, typing, and driving; frequent lifting up to 20 pounds, bending, reaching, and writing; and occasional lifting over 40 pounds, pushing, pulling, digging, kneeling, or crawling.

Requirements

  • Bachelor’s degree in Engineering from an accredited college or university.
  • At least eight years of related engineering experience, including design and implementation of plant modifications to improve reliability, safety, and production.
  • At least eight years of engineering experience specifically supporting combined-cycle gas turbine power plants, including operations, maintenance, performance analysis, and project execution involving HRSGs, gas turbines, and steam turbines.
  • Valid driver’s license.
  • Working knowledge of power-generation systems, including mechanical, electrical, environmental, gas, chemical, electro-mechanical, and electro-hydraulic systems.
  • Knowledge of applicable engineering and industry technical standards, including ASME, NACE, NEMA, and IEEE.
  • Ability to interpret process flow and instrumentation diagrams; design, calculation, arrangement, assembly, construction, demolition, and fabrication drawings; specifications; contracts; manuals; and quality-assurance programs.
  • Familiarity with project and purchase justifications, capital and O&M budgets, cash flows, spreadsheets, graphs, tables, billing and invoicing, maintenance and inspection reports, preventative-maintenance recommendations, inventory forms, equipment drawings, work orders, and permit processes.
  • Demonstrated leadership, teamwork, planning, and organizational skills; ability to promote proposals persuasively and remain current in the field.
  • Ability to work under pressure and remain flexible in changing environments.
  • Ability to apply algebra, calculus, geometry, statistics, trigonometry, and engineering principles.
  • Ability to conduct financial and economic analyses and justifications, including NPV and ROI.
  • Ability to work stand-by and call-out when necessary.
  • Ability to perform arithmetic calculations and compute rates, ratios, and percentages.
  • Ability to use Microsoft Office and standard office equipment.
  • Applicants must be legally authorized to work in the United States when applying; the organization does not sponsor employment visas for internship or full-time positions.
  • Ability to meet the stated working-condition and physical requirements of the role.

Nice To Haves

  • Degree in Chemical Engineering.
  • Registered Professional Engineer (PE) license.
  • Project Management Professional (PMP) certification.
  • Wastewater and process-water experience.
  • Experience designing or optimizing chemical injection systems used in power-plant water-treatment processes.

Responsibilities

  • Investigate equipment failures and difficult-to-diagnose process problems using engineering principles.
  • Lead plant and external engineering teams on critical issues involving environmental compliance, sustainability, strategic goals, reliability, and cost reduction.
  • Coordinate with contractors, suppliers, and OUC employees to resolve conflicts and complete plant projects while ensuring equipment meets design requirements.
  • Make engineering decisions affecting plant health, safety, and welfare using engineering science, industry practices, safety laws, and codes.
  • Identify cost-saving opportunities, assess new technologies, and evaluate alternatives for plant improvement and reliability.
  • Develop and submit budget information, cost estimates, schedules, and long-term O&M and capital expenditure proposals.
  • Prepare contractor bid packages and supporting project and purchase documentation for management and the Commission.
  • Coordinate and direct outside engineers to meet specifications, cost, and schedule requirements.
  • Provide environmental staff with input regarding changes to plant permits.
  • Research, design, and specify plant equipment components; perform engineering calculations to determine equipment application and sizing.
  • Initiate, develop, manage, and oversee plant modification and improvement projects from concept through completion.
  • Review O&M data, test results, and equipment trends to support optimal plant performance.
  • Supervise OUC craft labor and contractors and support Purchasing with RFPs, bid evaluations, and vendor negotiations.
  • Oversee safety compliance, including lockout/tagout and permit requirements.
  • Review drawings and process documentation and ensure adherence to applicable industry standards and NERC/CIP requirements.
  • Perform other duties as assigned.
