About The Position

The Senior Capture Manager leads and manages strategic Department of Defense capture efforts from opportunity qualification through contract award. This position is responsible for developing and executing capture strategies, building customer and industry relationships, shaping opportunities before solicitation release, and leading cross-functional teams to improve GMRE's probability of win. The Senior Capture Manager works closely with Business Development, Operations, Engineering, Contracts, Pricing, and Proposal Management to develop competitive solutions that align customer requirements with GMRE's capabilities. This position serves as the capture lead for assigned pursuits and is accountable for capture planning, competitive positioning, teaming strategy, customer engagement, and transition into proposal development.

Requirements

  • Ability to work flexible hours when required to meet proposal and capture deadlines.
  • Bachelor's degree in Business, Engineering, or a related discipline. In lieu of a bachelor's degree, an additional four years of directly related experience may be substituted.
  • Ten (10) years of experience supporting Department of Defense Business Development, Capture Management, Program Management, or related functions.
  • Five (5) years leading competitive federal capture efforts.
  • Demonstrated success developing capture strategies that resulted in contract awards.
  • Experience supporting opportunities valued at $50M or greater.
  • Working knowledge of FAR, DFARS, and DoD acquisition processes.
  • Experience coordinating capture activities across technical, pricing, contracts, and proposal organizations.
  • Ability to obtain and maintain a U.S. Secret Security Clearance is preferred.
  • Must be able to successfully pass a background investigation as required by customer contracts.
  • Driving or renting a vehicle for company business may be required.
  • A valid driver's license is required for insurance purposes.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to communicate effectively during virtual and in-person meetings.
  • Ability to work extended periods on a computer during proposal development activities.

Nice To Haves

  • Shipley Capture Certification or equivalent training.
  • APMP Capture Practitioner or Professional certification.
  • Experience supporting NAVAIR, NAVSEA, AFLCMC, SOCOM, USSOCOM, or other DoD acquisition organizations.
  • Existing relationships within the Department of Defense and defense industry.
  • Prior military service or defense industry experience.

Responsibilities

  • Lead assigned capture efforts from qualification through contract award.
  • Develop and maintain comprehensive capture plans for strategic opportunities.
  • Establish and execute win strategies that improve probability of award.
  • Lead capture reviews, gate reviews, and Bid/No-Bid recommendations.
  • Maintain opportunity documentation within the company's CRM system.
  • Monitor opportunity progress and adjust capture strategies as customer requirements evolve.
  • Develop and maintain relationships with Government customers, industry partners, and prime contractors.
  • Participate in customer meetings, industry events, conferences, and technical interchange meetings.
  • Identify customer mission challenges and align GMRE capabilities to future requirements.
  • Support opportunity shaping activities prior to solicitation release.
  • Maintain awareness of customer budgets, acquisition strategies, and procurement timelines.
  • Conduct competitive assessments for assigned opportunities.
  • Develop discriminators, win themes, and competitive positioning.
  • Support Black Hat, Blue Team, and other competitive strategy reviews.
  • Identify and evaluate teaming partners that strengthen GMRE's competitive position.
  • Support development of Price-to-Win strategies with Pricing and Finance.
  • Transition capture efforts into proposal development.
  • Provide capture guidance throughout proposal execution.
  • Review proposal content to ensure consistency with the approved capture strategy.
  • Participate in proposal color team reviews.
  • Support customer debriefs and capture lessons learned following award decisions.
  • Identify and qualify new business opportunities aligned with GMRE's strategic objectives.
  • Maintain accurate pipeline information, opportunity status, and revenue forecasts.
  • Provide regular capture status updates to executive leadership.
  • Support strategic planning activities and growth initiatives.
  • Recommend pursuit priorities based on customer need, competitive environment, and company capabilities.
