About The Position

The City of Philadelphia seeks a highly motivated, flexible, collaborative, and independent project manager with excellent communication, interpersonal, and technical skills to join OTIS in the role of a Senior Capital Projects Manager to lead Roosevelt Boulevard Projects (Boulevard Project Manager). The Boulevard Project Manager will be involved in the implementation and execution of the vision for Roosevelt Boulevard, as set out in the Route for Change report (2021), to transform one of the most dangerous roadways in the City and in the Nation. Through their work they will ensure coordination and successful execution of a program of projects aimed at turning Roosevelt Boulevard into a safe, accessible, and reliable roadway for all users. This position will support, but is not funded by, a $78 million MEGA grant from USDOT to fund a wide range of improvements to the corridor. The position will also support the long-term planning work for the Boulevard being advanced by PennDOT, the City, and other partners. They will lead the City’s involvement in and coordination with an array of other agencies to execute this vision to improve one of Philadelphia’s most critical roadways.

Requirements

  • Knowledge and experience to deliver infrastructure projects in the public right-of-way, including a strong understanding of required processes and coordination at federal, state, and local levels.
  • Able to work effectively and independently with City staff, PennDOT staff, resident groups, businesses, individuals, property owners and other stakeholders on behalf of the City to achieve and implement transportation programs, projects, and plans.
  • Ability to ensure appropriate documents are available for each phase of the project.
  • Ability to create and meet project plans, timelines, and monitor progress via reporting and status updates.
  • Strong understanding of principles of multimodal transportation planning including area and corridor planning with a strong focus on road user safety and Vision Zero principles.
  • Ability to execute the scope of the overall project within OTIS’s policy and procedures.
  • Working knowledge of NACTO Urban Street/Bikeway/Transit Design Guides, Manual of Uniform Traffic Control Devices, PennDOT design standards, AASHTO, and other relevant design guidelines.
  • Strong verbal and written communication skills, with demonstrated ability to effectively communicate complex information to diverse audiences.
  • Ability to analyze situational information, constraints, or data and present findings in written reports, visual and verbal communication.
  • Sound knowledge of Microsoft Office applications.
  • Ability to use or willingness and ability to learn and interpret other analytical and design software (GIS, Adobe Creative Suite, AutoCAD, Synchro, Vissim, etc) as required.
  • Collaborative team member with focus on achieving shared objectives and maintaining on-going productive working relationships.
  • Passion for building community capacity to help build a safer, cleaner, and greener transportation environment for our constituents.
  • Bachelor's degree at an accredited college or university with major course work in Civil or Transportation Engineering or Urban Planning, Urban Studies, Public Policy, or comparable fields
  • 7 or more years’ experience in transportation planning, program management, project implementation or related fields
  • The successful candidate must be a city of Philadelphia resident within six months of hire

Responsibilities

  • Track and coordinate multiple projects related to the Roosevelt Boulevard Route for Change program, including producing schedules, timelines, and deadlines.
  • Coordinate project reviews across City departments (Streets, Commerce, Planning, Parks & Recreation) and partner agencies such as PennDOT, DVRPC, SEPTA, etc.
  • Build and maintain communications channels with project managers, planners, and engineers across agencies to ensure timeline and adequate communication on project statuses, conflicts, and opportunities.
  • Oversight of consultants delivering work related to Roosevelt Boulevard, including RFP development and contract management.
  • Ensure projects being delivered by various agencies (City, PennDOT, SEPTA, etc.) align with the vision set out in the Route for Change plan.
  • Review designs to ensure projects alignment with the Route for Change plan and that the plans maximize safety and align with the City’s goals of Vision Zero and Transit.
  • Manage and support additional Complete Streets and Vision Zero projects as assigned.
  • Track and communicate on safety performance metrics and data, particularly those related to Roosevelt Boulevard.
  • Develop, propose, and communicate transportation designs using engineering plans, graphics and written documents drawing on the latest knowledge from engineering, active transportation, and safe system fields.
  • Collaborate with peers at OTIS and build relationships with staff across various government agencies to better implement the Route for Change program on Roosevelt Boulevard.
  • Participate in meetings with inter-governmental partners, stakeholders and community groups related to current and future transportation concerns.
  • Support City projects that advance the goals in the Route for Change report, CONNECT Plan, Vision Zero Action Plan, the Philadelphia Transit Plan, and the City’s Pedestrian and Bicycle Plan.
  • Support OTIS’ role as leader or key stakeholder in various Roosevelt Boulevard planning and engineering activities.
  • Support conversation with governmental officials and community groups to elicit support and promote public awareness of the work on Roosevelt Boulevard.
  • Prepare and deliver communications materials such as presentations, memorandums, reports, data, and maps to a variety of audiences and in various forums.
  • Support community and stakeholder engagement across departments.
  • Monitor and report on program and project goals through collected data and metrics.
