About The Position

General Dynamics Information Technology (GDIT) is seeking a Senior Business Requirements Analyst to support a new contract with the Food and Drug Administration (FDA). This is a critical role that directly contributes to FDA’s mission and ensures the delivery of impactful, customer-facing web-based applications. As the Senior Business Requirements Analyst and acting Product Owner, you will play a hybrid techno-functional role, bridging the gap between business and technical teams. You will collaborate with stakeholders to define requirements, oversee product development, and ensure data-driven solutions align with business goals. The ideal candidate will bring strong leadership, techno-functional experience, requirements analysis skills, and UI/UX knowledge. Proven ability to work with data and analytics teams to enable actionable insights is critical. Recent FDA-related experience is required. This is a hybrid position, which includes a 3-day on-site requirement at either the GDIT office in Gaithersburg, MD or the FDA office in Silver Spring, MD.

Requirements

  • Bachelor’s degree and 10+ years of business analysis experience within the IT industry.
  • Recent FDA-related experience in a similar or related capacity is required.
  • 6+ years of experience supporting Federal Government agencies or projects.
  • Hands-on experience with data requirements, including working with analytics teams to define data models, reporting structures, and dashboards.
  • Proficiency in UI/UX design tools to create wireframes, mockups, and process flows.
  • Strong understanding of Agile development methodologies (SCRUM), including managing backlogs and leading sprint planning sessions.
  • Experience managing collaboration tools such as Atlassian suite (JIRA, Confluence) and familiarity with data tools such as Tableau, Power BI, or SQL.

Nice To Haves

  • Professional Agile certification (e.g., Certified ScrumMaster, PMI-ACP).
  • Experience working with Commercial off-the-shelf (COTS) products such as Appian, Salesforce, or Pega.
  • Knowledge of integrating applications with enterprise data solutions or low-code platforms like Appian.
  • Expertise with data governance, analytics, and visualization tools to enable and validate actionable insights.

Responsibilities

  • Act as the Product Owner, managing the product backlog and prioritizing work to align with stakeholder needs and business goals.
  • Serve as a liaison between business, data, and technical teams, ensuring alignment and effective communication throughout the project lifecycle.
  • Collaborate with stakeholders to gather detailed business and technical requirements. Document and communicate these requirements clearly to development teams.
  • Analyze and interpret data to validate business requirements and support data-driven decision-making. Collaborate with analytics teams to define and deliver data-rich solutions.
  • Develop detailed user stories, process flows, and acceptance criteria to support sprint planning and team execution. Ensure requirements are translated into actionable technical deliverables.
  • Create wireframes, process flows, and design mockups to align functional requirements with user experience goals. Collaborate with design teams to ensure implemented solutions adhere to best practices.
  • Lead functional testing, user acceptance testing (UAT), and data validation efforts to ensure requirements have been adequately implemented.
  • Leverage tools such as JIRA, Confluence, and other project management or data analytics tools to manage requirements, document progress, and facilitate collaboration.
  • Proactively recommend process improvements to enhance product delivery, increase efficiency, and ensure scalability.
