About The Position

As a Senior Business Analyst supporting our Federal government client, you will work closely with Program Managers and leadership to ensure efficient and effective financial management of research and development activities. You will provide financial planning, tracking, analysis, and ROI assessments to support decision-making for new initiatives and broader semiconductor research objectives. Your work will focus on aligning funding with strategic priorities and evaluating the long-term impact of program investments.

Requirements

  • Bachelor's degree in Business Administration , Finance, or related field
  • 10+ years of work experience in program management support, administrative assistance, financial tracking, and/or operational support within federal or public sector programs.
  • Previous experience evaluating economic impacts of program funding, especially related to innovation ecosystems and technology commercialization.
  • Expertise in conducting ROI analysis for large-scale investments, particularly in R&D-focused sectors such as semiconductors, microelectronics, or advanced technology development.
  • Demonstrated experience preparing budgets and financial reports, reconcile funding, and tracking expenditures in accordance with programmatic priorities.
  • Experience developing financial metrics and dashboards to inform leadership decisions.
  • Strong analytical skills with expertise in financial modeling, investment analysis, and cost-benefit evaluation of new initiatives.
  • Familiarity with financial review processes for Broad Agency Announcements (BAA) or similar solicitation mechanisms such as Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR).
  • Experience evaluating economic impacts of program funding, especially related to innovation ecosystems and technology commercialization.
  • Exceptional communication skills for preparing financial reports, providing briefings, and drafting correspondence for Program Managers and stakeholders.
  • Proficiency in using project management software, financial management tools, and Microsoft Office Suite products.
  • Able to work onsite/hybrid based on client requirements in Northern VA and the DC metropolitan area.
  • US citizenship and the ability to obtain a public trust clearance

Nice To Haves

  • Prior experience supporting research and development programs under federal mandates, such as the CHIPS Act.
  • Familiarity with financial systems, reporting requirements, and tools commonly used in federal program budgeting and financial tracking.
  • Broad knowledge of semiconductor industry trends, advanced technology R&D, and their alignment with national priorities.
  • Experience advising leadership teams on financial strategy and ROI analysis to maximize program effectiveness and economic returns.

Responsibilities

  • Financial Analysis and ROI Assessment: Conduct financial tracking and ROI analysis for investments in research initiatives, technology transitions, and collaborative efforts. Develop metrics to evaluate the return on investment for funding allocations. Provide insights into the impact and effectiveness of planned and actual expenditures.
  • Budget Preparation and Financial Tracking: Assist in the preparation, maintenance, and reconciliation of program budgets. Track funding across multiple projects, ensuring proper utilization and alignment with program objectives and budgetary constraints.
  • Investment Analysis for New Initiatives: Support program in evaluating financial impacts of proposed new initiatives. Provide financial modeling and sensitivity analysis to assess investment viability and prioritize efforts that align with the programs strategic vision.
  • Decision Support with Financial Metrics: Develop financial reports and metrics to facilitate data-driven decisions for leadership. Ensure that resources are allocated effectively to maximize programmatic and financial outcomes.
  • Deliverables and Milestone Tracking: Monitor financial progress and correlate funding utilization with program milestones and deliverables. Ensure that investments meet timelines and objectives while remaining within budget limits.
  • Review of Broad Agency Announcements (BAAs): Support the financial evaluation of BAA proposals, analyzing cost structures, resource requirements, and recommended funding allocations.
  • Economic Impact Analysis: Examine the economic outcomes of funding in semiconductor R&D, supporting broader national goals of innovation, commercialization, and industry growth.
  • Collaboration with Program Managers: Partner closely with Program Managers to align financial strategies with operational objectives. Provide budget visibility tools and dashboards to improve administrative oversight of funding streams.
  • Correspondence and Reporting: Prepare financial reports, briefings, and correspondence for internal stakeholders and external partners, ensuring clarity in financial data presentation.
  • File Management and Process Improvement: Maintain organized financial files and records. Continuously improve financial tracking systems and reporting templates to enhance efficiency and accuracy.
