About The Position

The Senior Business Analyst</b> will support the Texas Department of Agriculture (TDA) by reviewing, analyzing, and evaluating complex business systems and user needs to document detailed system requirements. This role serves as a liaison between business stakeholders and IT teams to ensure accurate translation of program policies and operational needs into system functionality. The position involves developing comprehensive documentation, facilitating service request lifecycles, coordinating testing efforts, and supporting system integration and implementation activities. The analyst will work independently with significant creativity and latitude while ensuring compliance with federal child nutrition program requirements and TDA standards.

Requirements

  • 8 years of experience as a Business Analyst, Systems Analyst, or in a similar role.
  • 5 years of experience serving as a liaison between Business and IT teams.
  • 1 year of experience with the Texas Automated Nutrition System (TANS).
  • 1 year of experience writing system requirements in compliance with federal child nutrition programs operated by TDA.
  • Criminal history check required for systems access.
  • Must attend scheduled meetings, meet deadlines, and manage assigned tasks effectively.
  • May be required to work evenings, weekends, or holidays with pre -approval.
  • Physical presence required; telework is not permitted.
  • Candidates must be local to the Austin, Texas area.

Nice To Haves

  • Direct experience in a state agency IT or systems environment.
  • Prior experience supporting the TANS project at the Texas Department of Agriculture.

Responsibilities

  • Review, analyze, and evaluate business systems and user needs to document complex system requirements.
  • Develop and maintain detailed system documentation to support design, configuration, and quality standards.
  • Serve as a liaison between business and IT teams, providing consultation and direction on analysis, design, testing, and policy implementation.
  • Develop test plans and coordinate user acceptance testing (UAT) with end users to validate system functionality.
  • Analyze program policies and procedures to assess their impact on automated systems and functional areas.
  • Reengineer existing system processes and identify technology solutions to meet evolving business needs.
  • Identify, communicate, and mitigate project risks throughout all stages of the system lifecycle.
  • Facilitate the service request lifecycle, including requirements coordination, technical specification review, and system integration monitoring.
  • Prepare and distribute project status reports and stakeholder communications.
  • Perform additional duties as assigned in coordination with TDA staff.
