About The Position

OLH Inc. is seeking a Senior Business Analyst - Estimating for a 1-year contract with two 1-year renewal options. This role is responsible for organizing, developing, analyzing, and maintaining project controls, financial analysis, or estimating applications to monitor objectives and prepare reports. The analyst will identify variances and recommend solutions, providing management with the capability to maintain cost and schedule control throughout complex projects. The position requires US Citizenship and the ability to obtain a DOE 'Q' security clearance.

Requirements

  • Master's degree in business, construction management, technical, engineering, or a related area and 15 years of practical experience, OR Bachelor's degree (BA or BS) in business, construction management, technical, engineering, or a related area and 18 years of practical experience, OR Associate's degree and 20 years of practical experience, OR High school diploma and 22 years of relevant experience.
  • Strong personal computer skills.
  • Expert proficiency in the use of automated accounting, cost management, scheduling, and estimating systems.
  • Considerable practical experience in the use of the Site Business systems.
  • Working knowledge and understanding of project management and cost and schedule control at the tactical level.
  • Knowledge of operations, maintenance, or project startup and construction.
  • Estimating Specialty with demonstrated skill in conceptual estimating.
  • Demonstrated skill in coordination with technical personnel.
  • Demonstrated skill in interfacing with engineers.
  • Knowledge of field construction techniques, labor, and equipment requirements.
  • Ability to read, interpret, and generate Material Take-offs from Design drawings for multiple disciplines (mechanical, electrical, etc.).
  • Experience with Microsoft Office software, especially Excel and Word.
  • Construction / Engineering / Estimating experience.
  • US Citizenship required.
  • Ability to obtain and maintain a DOE 'Q' security clearance.

  • Possessed an active DOE clearance (L or Q) within the past two (2) years.

Responsibilities

  • Coordinate and direct estimating activities under limited supervision.
  • Develop cost estimates for facilities of varying complexity, applying basic principles and concepts.
  • Perform conceptual design estimates based on incomplete designs to determine project funding limits.
  • Ensure the validity of project coding structures and work packages.
  • Design or assist in designing a Work Breakdown Structure suitable for capturing all cost components.
  • Participate with the Lead Estimator in developing the estimate basis.
  • Identify areas of incomplete design definition within engineering drawings or scope definition documents.
  • Recognize omissions of necessary elements of the work scope.
  • Develop quantity estimates for all commodities within a discipline from drawings and utilize parametric estimating techniques for undefined scope.
  • Develop quality material, labor, and subcontract take-offs.
  • Coordinate information between Engineering, Purchasing, and Construction groups.
  • Help determine the Project Execution Plan.
  • Develop an understanding of indirect and conceptual estimating.
  • Oversee the development of Discipline Material Take-Offs, Material Pricing, and Labor Effort-hour Units.
  • Provide detailed and credible explanations of complex estimates to internal and external customers, requiring negotiation skills.
  • Perform tasks related to establishing or implementing cost estimating databases using field, technical, and commercial/industrial information.
  • Perform trend analysis and evaluate data to support recommended alterations to databases.
  • Present information to upper management with recommendations for actions.
  • Prepare discipline Change Order Estimates for Baseline Change Proposals.
  • Develop and maintain project-level and control-account level specialty estimating schedules.
  • Prepare the estimate analysis within the Discipline.
  • Maintain established Specialty Estimating Systems, Procedures, and Manuals.
  • Present information to management with recommendations on occasion.
  • Utilize automated accounting, budgeting, cost management, and estimating systems.
