About The Position

EGS is seeking a Senior Business Analyst – Cost Controls / Change Control to support Project Controls activities for National Nuclear Security Administration (NNSA) Capital Projects at the Savannah River Site. This position is responsible for supporting project cost controls, financial analysis, and formal change control processes throughout the lifecycle of complex engineering and construction projects. The selected candidate will evaluate proposed project changes, analyze impacts to cost and schedule, maintain change documentation, and provide project teams and management with accurate reporting to support informed decision-making. The successful candidate will possess experience in project controls, engineering, construction, scheduling, cost analysis, or estimating, along with strong analytical and technical writing skills. This role requires close coordination with engineering, procurement, construction, project management, and document control organizations to ensure changes are properly evaluated, documented, and implemented in accordance with DOE and SRNS project controls requirements.

Requirements

  • Master's degree in Business, Construction Management, Engineering, Technical discipline, or related field with 2 years of practical experience.
  • Bachelor's degree in Business, Construction Management, Engineering, Technical discipline, or related field with 5 years of practical experience.
  • Associate's degree with 8 years of practical experience.
  • High School Diploma/GED with 12 years of relevant experience.
  • Minimum of 5 years of experience supporting engineering, construction, operations, estimating, scheduling, or project controls.
  • Experience supporting project cost controls and change control processes.
  • Proficiency using automated accounting, budgeting, financial analysis, and cost management systems.
  • Ability to review project documentation for completeness and compliance with scope definitions and project specifications.
  • Strong analytical, problem-solving, interpersonal, and technical writing skills.
  • Excellent written and verbal communication skills.
  • Strong Microsoft Office and computer proficiency.
  • Ability to work effectively with multidisciplinary project teams.

Nice To Haves

  • Previous DOE or NNSA project experience.
  • Active DOE L or Q Clearance within the past two years.
  • Experience supporting capital construction projects in nuclear or highly regulated industrial environments.
  • Experience with project controls, cost reporting, change management, and document control systems.
  • Knowledge of engineering, procurement, construction, and project management processes.

Responsibilities

  • Perform financial analysis to support project cost and schedule performance.
  • Prepare recurring and ad hoc financial reports identifying cost and schedule variances.
  • Conduct variance, scenario, and cash flow analyses to support project decision-making.
  • Monitor project performance against established objectives and recommend corrective actions.
  • Utilize automated accounting, budgeting, and cost management systems to support project controls activities.
  • Evaluate proposed project changes and perform impact analyses related to scope, schedule, cost, and resources.
  • Prepare technical documentation supporting Change Control Boards and project management reviews.
  • Maintain centralized change logs documenting requests, approvals, and implementation status.
  • Coordinate change control activities throughout the project lifecycle.
  • Ensure all changes comply with project procedures, contractual requirements, and organizational policies.
  • Coordinate with Engineering, Procurement, Construction, Operations, and Project Controls personnel to evaluate project changes.
  • Review project costs and schedules to ensure completeness and accuracy.
  • Support technical writing efforts associated with project controls documentation.
  • Assist with project forecasting and performance reporting.
  • Verify work products are complete and consistent with project specifications and scope definitions.
  • Identify project risks associated with proposed changes and coordinate updates with project risk management personnel.
  • Prepare routine and executive-level reports summarizing change status, trends, metrics, and project performance.
  • Provide recommendations to management regarding cost and schedule impacts.
  • Support continuous improvement initiatives within the Project Controls organization.
  • Coordinate with Document Control to ensure change documentation is accurately maintained and archived.
  • Ensure project documentation complies with SRNS procedures and DOE requirements.
  • Maintain project records supporting audits, management reviews, and regulatory compliance.
