About The Position

This is an advanced-level administrative professional position within the Office of the State's Attorney of Prince George's County. The role involves all phases of budgetary development and administration, or management analysis projects. The incumbent is responsible for performing complex budgetary functions/management and analyzing projects. They will support the Budget Director, acting as the agency liaison to the Office of Management and Budget. The position may involve supervising subordinates in complex budgetary functions/management analyses and projects, and providing technical guidance and training. The incumbent will exercise a high degree of independent judgment, action, and initiative in alignment with the budgetary goals of the State's Attorney. They will execute work steps with general assistance or policy guidance from their supervisor, selecting methods and procedures for task completion. Completed work is reviewed for accuracy and analytical soundness against established policies. The work involves using laws, regulations, policies, and procedures. Complexities include tight and often conflicting deadlines, coordination with other groups, application of writing, public speaking, and time management skills, and the use of sophisticated computer programs. The impact of the work affects other governmental units through executive-level management decisions. The Budget Management Analyst 3 (which this role is comparable to) is expected to plan and design work assignments, interpret and apply broad policies to specific issues, and recommend/justify changes. The incumbent will exercise sound judgment in identifying issues, evaluating alternatives, and recommending options. During extended periods each year, the Budget Management Analyst 4 is required to work considerable extended hours.

Requirements

  • Bachelor’s degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.
  • Three (3) year of progressively responsible administrative and budgeting experience; including at least one (1) year in the lead/supervisory role.
  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered.
  • Please note there is no equivalency for the required supervisory experience.

Nice To Haves

  • Five (5) years of progressively responsible experience in budget administration, financial analysis, accounting, grants management, or governmental finance.
  • Three (3) years of supervisory experience.
  • Experience preparing, monitoring, and analyzing operating budgets.
  • Experience preparing financial reports and budget forecasts.
  • Experience interpreting and applying fiscal policies, procedures, and regulations.

Responsibilities

  • Leads and participates in performing budgetary, planning, programming, and management analysis projects.
  • Discovers, analyzes, and reports on issues and problems appropriate to areas of assignment.
  • Ensures all required reports are prepared on time and meet the requirements of State, County, and Federal regulations.
  • Prepares monthly management variance reports, analyzing year-to-date expenditures and making projections on fiscal year total expenditures; and ad hoc reports, as needed; advises adversary of any operating anomalies immediately.
  • Coordinates effective operational relationships between budget, accounts payable/receivable, procurement and data processing functions in support of sound financial management.
  • Ensures all financial data is maintained electronically with a backup filing system.
