About The Position

The Office of Budget and Planning (OBP) is seeking to hire a Senior Budget Officer. OBP is part of the Office of the Managing Director and oversees the Fund's more than $1 billion administrative budget, plus capital spending, working with an interdepartmental budget community. OBP’s work involves budget formulation, negotiation of spending envelopes with each of the Fund's departments and offices, monitoring budget execution, and making mid-year adjustments as needed. The Office is often called on to assess the budget implications of internal policies and new work streams, as well as the consequences of changes in the external environment. Under the overall guidance of the Director of OBP, the Senior Budget Officer will advise on overall Fund-wide resources planning and budgeting process, contribute substantially to the development of budgetary policy and the strategic planning framework and to the preparation of papers for stakeholders across the Fund, including the Executive Board. Additionally, the Senior Budget Officer will serve as leader of a team of Budget Officers and Analysts in the preparation and implementation of major elements of the administrative and capital budgets. The Senior Budget Officer will lead or significantly contribute to special projects and organizational reviews and participates in cross departmental working groups and evaluation teams. Requirements

Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in business, finance, budgeting, accounting, statistics, computer science, or related field, or a Certified Public Accountant (CPA) or similar professional certification, supplemented by a minimum of eight (8) years of relevant professional experience, is required.
Alternatively, a minimum of two (2) years of experience in a related position at Grade A12, or equivalent, is required.
Strong analytical skills, experience in resource and financial management matters, and excellent written and verbal communication skills;
Experience in assessing resource implications of major business and technology transformation initiatives.
Ability to plan, organize, and manage complex activities and multitasking, often under tight deadlines;
Ability to lead and supervise junior staff and exercise sound judgement and tact in dealing with the Board, management, and staff at all levels;
Proven competence to handle sensitive and highly confidential matters with discretion and diplomacy.

Nice To Haves

Information technology-related experience or certifications would be an added advantage;
Knowledge of and prior experience with financial and budget systems would be preferred;
Familiarity with AI-enabled tools, including responsible use and validation of outputs, to support analysis, drafting, and process improvement would be a plus.

Responsibilities

Coordinates work among peers to ensure that deliverables are completed on a timely basis and that budget policy is communicated and operationalized in a consistent manner.
Mentors junior staff.
Analyzes resource planning and allocation issues with departments and makes recommendations based on feasibility, cost-benefit analysis, overall strategy, and institutional impact.
Analyzes the budgetary implications of major policy proposals to establish resource needs.
Identifies and analyzes the main issues affecting the Fund's work programs and budgets based upon the overall strategy and institutional impact and provides strategic and policy advice.
Develops and communicates recommendations and discusses substantive issues with departments, including those associated with policy proposals to management, the Committee on the Budget, and the Executive Board.
Formulates Fund-wide analytical models for forecasting the Fund's budget and assessing expenditure patterns and other tools used for budget monitoring and control.
Develops indicators and reporting processes to monitor outputs, inputs, and cost-effectiveness of Fund programs and activities.
Provides advice and feedback to Fund/departmental management.
Assists in the development of the Fund's budgetary systems.
Meets with officials from other international financial institutions, government agencies, and private sector, to review staffing and budget policies, as well as best practices in strategic planning and budgeting.
Conducts background research, analysis, and evaluation of various planning and budgeting issues; making recommendations on the basis of feasibility, cost-benefit, strategic direction, business and institutional impact, and industry trends.
