About The Position

The Senior Budget Analyst – Grants Financial Oversight is responsible for advanced professional work focused on the fiscal management, monitoring, and reporting of budgets associated with federal, state, and local grant programs. This position works closely with grant administrators and program staff to ensure all financial transactions, budget activities, and reporting requirements comply with applicable regulations (including 2 CFR Part 200), grant agreements, and County financial policies. The Senior Analyst plays a lead role in financial reporting, budget reconciliation, and expenditure tracking to ensure accuracy, transparency, and audit readiness across all grant-funded activities. Responsibilities include overseeing grant-related financial reporting, supporting reimbursement and drawdown processes, performing detailed financial analysis, and ensuring proper cost allocation and documentation standards are maintained. This position provides technical guidance to departments on fiscal compliance and reporting requirements, collaborates with internal and external stakeholders, and supports timely and accurate submission of required financial reports. Strong knowledge of federal and state grant regulations, fiscal controls, and reporting requirements is preferred. This classification performs advanced complex professional work in the development, preparation, and monitoring of the County's operating and capital budget. Duties are performed with high levels of initiative, independence, confidentiality, and accountability. Employees in this class must perform professional fiscal analysis duties of considerable difficulty requiring a high degree of accuracy. Employment screenings, as outlined in the Personnel Policy, Rules, and Procedures Manual, will be conducted in compliance with applicable federal and Florida Laws.

Requirements

  • Bachelor's degree, with major in Business, Accounting, Finance or related field.
  • Minimum of three (3) years (within the last 10 years) work experience in budget preparation and financial management analysis.
  • Must be competent in MS Word and MS Excel.
  • Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.
  • Working knowledge of the County's (or other large) organizational chart of accounts.
  • Knowledge of generally accepted accounting principles pertaining to assigned work.
  • Knowledge of complex governmental budgeting principles and practices including revenue projection and expenditure forecasting.
  • Working knowledge of principles and practices of contract administration.
  • Ability to communicate clearly and effectively both orally and in writing.
  • Ability to advance into higher level of budgetary analytical skills.
  • Ability to sit at a workstation and maintain concentration for long periods of time.
  • High level skills in computer operations and pertinent software applications, i.e., MS Office (including Excel Spreadsheets), databases, etc.
  • Excellent public relations skills.

Responsibilities

  • Responsible for advanced professional work in the planning, development, monitoring, and reporting of budgets associated with Community Development Block Grant – Disaster Recovery (CDBG-DR) programs.
  • Works in collaboration with CDBG-DR Grant Administrators within Government Relations to ensure that financial transactions and grant budgets comply with federal regulations (including 2 CFR Part 200), state requirements, and County financial policies, while supporting departments in maximizing eligible reimbursements and maintaining accurate, auditable grant records.
  • Leads financial tracking, reporting, and reconciliation activities related to CDBG-DR grants.
  • Oversees the preparation and review of financial reports, manages reimbursement requests and drawdowns, and ensures expenditures align with approved budgets and eligibility requirements.
  • Ensures the accuracy and completeness of supporting documentation and maintains audit-ready financial records.
  • Provides technical guidance to County departments on fiscal compliance and reporting requirements.
  • Collaborates with internal staff and external partners, and supports monitoring activities, audits, and compliance reviews.
  • Performs financial forecasting, supports cost allocation methodologies, and analyzes financial data for disaster recovery projects, resolving complex issues and recommending corrective actions as needed.
  • Researches and performs analysis of complex financial data; prepares and maintains reports on a wide variety of fiscal and management activities, including recommendations for improvement.
  • Assists in the evaluation and coordination of improvements of internal systems and procedures used for the budget development process as well as recommending improvements to develop more viable budgeting, recording, and reporting structures and forms.
  • Prepares and presents budget amendments and revisions for consideration by the Board of County Commissioners.
  • Assists with the preparation and presentation of the annual operating and capital improvement program budgets.
  • Participates in the analysis of departmental operations to include evaluation, interpretation of financial data, and development of recommendations on management practices, procedures, and fiscal requirements.
  • Serves as fiscal liaison and trains and assists the departments in analyzing anticipated revenues, expenditures, and other relevant data to ensure the development and maintenance of a balanced budget.
  • Reviews budget requests, checks for accuracy, and makes corrections as necessary; ensures conformance with applicable laws, regulations, policies, rules, and procedures.
  • Coordinates with County Finance to appropriately categorize budget requests and/or establish new account codes as needed.
  • Assists in establishing and maintaining fiscal-related performance standards, procedures, objectives, and measurements.
  • Coordinates and prepares presentation materials for the annual County budget and budget documents, including the Board of County Commissioners Budget Book.
  • Serves in a lead capacity, providing training, instruction, and guidance to other staff within the department, as requested.
  • Communicates clearly, effectively, and tactfully, orally and in writing; establishes and maintains effective professional working relationships with others, including County officials.
  • Requires visual acuity, depth perception, and the ability to hear and identify sounds.
  • May involve periodic high-stress situations, including interactions with angry or frustrated employees, and may require working outside of normal business hours.
  • Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and appliable federal and Florida law.
