The Senior Budget Analyst – Grants Financial Oversight is responsible for advanced professional work focused on the fiscal management, monitoring, and reporting of budgets associated with federal, state, and local grant programs. This position works closely with grant administrators and program staff to ensure all financial transactions, budget activities, and reporting requirements comply with applicable regulations (including 2 CFR Part 200), grant agreements, and County financial policies. The Senior Analyst plays a lead role in financial reporting, budget reconciliation, and expenditure tracking to ensure accuracy, transparency, and audit readiness across all grant-funded activities. Responsibilities include overseeing grant-related financial reporting, supporting reimbursement and drawdown processes, performing detailed financial analysis, and ensuring proper cost allocation and documentation standards are maintained. This position provides technical guidance to departments on fiscal compliance and reporting requirements, collaborates with internal and external stakeholders, and supports timely and accurate submission of required financial reports. Strong knowledge of federal and state grant regulations, fiscal controls, and reporting requirements is preferred. This classification performs advanced complex professional work in the development, preparation, and monitoring of the County's operating and capital budget. Duties are performed with high levels of initiative, independence, confidentiality, and accountability. Employees in this class must perform professional fiscal analysis duties of considerable difficulty requiring a high degree of accuracy.
