About The Position

Corner Alliance is seeking a Senior Budget Analyst with 10+ years of experience to join their team. This role will provide senior-level business and financial management support to maintain and expand homeland security capabilities. The analyst will be part of a hybrid team in the Washington, DC, metro area, working on the client site two days a week.

Requirements

  • BA/BS + 10 Years of relevant experience or a Master’s + 5 years of relevant experience
  • Must have an active SECRET clearance
  • Must possess excellent written and oral communication skills
  • Must be a US Citizen
  • Previous experience supporting the Department of Homeland Security

Responsibilities

  • Supporting all aspects of the client’s Planning, Programming, Budgeting, and Execution (PPBE) lifecycle, such as: Resource Allocation Planning, Office of Management and Budget Justifications (OMBJ), Congressional Justification (CJ), Performance and Funds Execution reporting, Execution plan development, Spend plan development, Financial Transactions and Interagency Agreements, Pre-award acquisition development, Miscellaneous Obligations (Training, Travel, Purchase Cards).
  • Extensive use of financial and acquisition databases to include the Federal Financial Management System.
  • Apply PPBE in a holistic way to act as a thought partner and trusted advisor to program leadership.
  • Validating spending plan loading and distribution by utilizing approved financial systems.
  • Directly support the Business Financial Manager (BFM) and budget team in the fiscal execution, development, planning, and coordination of all activities related to the budget, finance, and acquisition.
  • Support the BFM, Division Leaders, and staff in developing, validating, and reporting resource allocation process (RAP) and developing funding requirements.
  • Managing and executing budget-related taskers from client HQ and internal leadership.
  • Serving as the budget point of contact for all Congressional-level taskers.
  • Assisting with the development of spend plans and tracking current-year requests against the approved spend plans.
  • Recommending funding realignments between divisions and HQ levels to meet mission priorities.
  • Maintaining Unfunded Request (UFR) tracking sheet and making recommendations on funding priorities.
  • Assisting in identifying previously obligated contract funding for de-obligation and preparing de-obligation funding.
  • Supporting the development of program strategy and prioritization of objectives for future funding.
  • Providing budget analysis of financial data from multiple sources and presenting distilled findings and recommendations to help inform strategic decisions for client leadership.
  • Creating budgetary presentations that illustrate financial projections, goals, shortfalls, etc. for federal decision-making.
  • Providing a quality review of PR packages and acquisition-related documents.
  • Providing support in the development of the client’s Financial Dashboard.
  • Facilitating meetings, capturing action items, and initiating appropriate follow-up with individuals responsible to ensure the completion of action items on schedule.
  • Analyzing and interpreting large amounts of program output data and information associated with research work plans, budget reports, and assisting with the identification of programmatic strengths and weaknesses.
  • Developing revisions to transition plans and initial operations estimates and yearly cash flows to support budget submittmits as necessary.
