About The Position

The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. This competition will be used to fill a variety of positions at the Budget Officer 3 classification level across the Government of Alberta. Candidates who are successful in the selection process will be placed in the Talent Pool. The Talent Pool will be used to create an eligibility list of qualified candidates to fill upcoming opportunities. Applicants not initially selected for interview may be contacted for future positions as they become available. The Government of Alberta (GoA) is looking for strategic financial thinkers to fill current and future Senior Budget Officer positions. You will play a key role in a comprehensive range of financial planning functions including budget management and fiscal analysis. The position provides professional, technical, analytical and consultative services on financial matters to Ministry staff, senior management and external clients. In these roles, the primary focus of this position will coordinate the provision of budget management and fiscal analysis and assist in the interpretation of submissions and recommendations required to compile and consolidate the Ministry’s three-year fiscal plan and financial submissions to Alberta Treasury Board and Finance as well as preparation of briefing material for the Committee of Supply.

Requirements

  • Four-year university degree in a related field such as Business, Finance, Accounting, Commerce or Management plus four years related experience.
  • An equivalent combination of education and experience which includes as a minimum, completion of a recognized applied accounting degree or diploma program.
  • Strong communication and analytical skills.
  • Ability to develop and foster effective working relationships with management, external stakeholders, and colleagues.
  • In-depth knowledge of budgeting, forecasting and financial information systems and accounting concepts.
  • Ability to produce summary spreadsheets, Briefing Notes and Ministerial correspondences at a high level.

Nice To Haves

  • Knowledge of financial administration, monitoring, projecting, costing and budgeting concepts.
  • Experience in preparing and overseeing complex budget forecast submissions within a large organization.
  • Experience preparing briefing materials that translate financial data into meaningful information for decision makers.
  • Advanced skills in Microsoft Office, including Word, Outlook, Excel and PowerPoint.
  • Experience working with relevant financial information systems, reporting tools, and software (e.g., Excel, Power BI, Enterprise Resource Planning (ERP) / System Analysis Program (SAP) and ability to manipulate data sets.
  • Canadian professional accounting designation (CPA or legacy designation) or equivalent.
  • Knowledge of the Government of Alberta's applicable legislation (e.g., Financial Administration Act, Fiscal Planning and Transparency Act, Government Organizational Act, and Alberta Public Agencies Act).
  • Knowledge of PSAS (Public Sector Accounting Standards) and the ability to interpret PSAS for the monitoring, recording, reporting and interpretation of financial information.
  • Knowledge of government financial legislations, regulations and policies.
  • Experience with leading a team of professionals and allocating resources.

Responsibilities

  • Coordinating budget submission to Treasury Board and finalization of budget estimates including briefing packages for senior officials.
  • Analyzing and interpretation of program area budgets, forecast submissions, and recommendations to executive leadership.
  • Providing professional advice, guidance and consultation relating to budgets, forecasts, financial and accounting policies, regulations, and procedures to support senior management decision-making and facilitate achievement business plan goals.
  • Preparing periodic forecasting, monitoring and reviewing forecasts prepared by program areas, consolidating and reporting forecast summary to senior management for decision making.
  • Investigating variance analysis and reviewing briefing materials for financial accuracy.
  • Data manipulation and creating reporting summaries for various levels of senior management, including both financial and Full Time Equivalent (FTE) data.
