About The Position

This position is assigned to the Administrative Practice Group. This Practice Group provides the Department clear and consistent counsel on general administrative matters and legal subject matter expertise regarding the agency’s substantive duties. This position is responsible for providing statutory and regulatory interpretations and guidance to assigned agency programs. Prepares programmatic legislative analyses and legal reviews. Prepares written legal opinions interpreting federal and state law, administrative rules, and case law. Consults with and advises agency staff on a variety of complex legal issues. Reviews all policies and procedures applicable to assigned activities and programs for legal implications, including the policy’s relationship to federal and state law. Provides oversight of agency rulemaking for assigned agency programs. Assists in drafting administrative rules and is responsible for adopting rules pursuant to the Administrative Procedures Act. Performs other duties as required by the Practice Group Chief, the Deputy General Counsel, or the General Counsel.

Requirements

  • Knowledge of Microsoft Office software.
  • Knowledge of rulemaking authority and process
  • Knowledge of civil and administrative proceedings and procedures
  • Ability to perform legal research and communicate effectively verbally and in writing.
  • Knowledge of the principles and techniques of effective verbal and written communication and proficiency in the English language
  • Ability to conduct fact-finding research, understand and apply relevant state and federal laws, regulations, statutes, codes policies and procedures relating to program functions and non-discrimination in client services and equal employment opportunity
  • Ability to collect, evaluate, and analyze data relating to program functions and to develop alternative recommendations
  • Ability to work independently
  • Ability to plan, organize, and coordinate work assignments
  • Ability to establish and maintain effective working relationships
  • Law degree (J.D.)
  • Three to five years of professional experience in the practice of law.
  • Must be a member of the Florida Bar in good standing.

Responsibilities
