About The Position

Provides legal advice and counsel to all NYPA’s business and functional areas, focusing on business unit impacts related to PSC, NYISO, and FERC actions. Researches, analyzes, and interprets proposed and existing laws, statutes, and regulations with knowledge of NYPSC, NYISO, and FERC Tariffs regarding proceedings and processes. Identifies, monitors, and addresses issues of legal risk. Informs and contributes to the structuring, drafting, negotiating, and/or approval of legal contracts, letters of agreement, policies, and other documents relating to power, transmission, and regulatory issues. May represent NYPA during litigation, arbitration, mediation, or other disputes with courts, government agencies, or other legal authorities. Specialties may include but are not limited to Contract Management, Employment Law, Governmental/Regulatory Affairs, and Litigation.

Requirements

  • Juris Doctor Degree, admission to the New York State Bar and admitted to practice in New York State and Federal courts is required.
  • Minimum 5 years of legal experience as a practicing attorney.
  • Experience in one or more of the following areas of law relevant to NYPA, such as energy, regulatory, litigation, commercial and finance, and employment.
  • Ability to conduct advanced legal research and critically analyze case law and statutes.
  • Ability to draft legal opinions and briefs.
  • Ability to achieve and maintain professional, courteous and positive relations with clients.
  • Demonstrate advanced ability to handle projects and transactions independently.
  • Advanced case management and time management skills.
  • Advanced verbal and written communication skills.
  • Advanced experience and knowledge of the Authority’s structure and policies.
  • Advanced ability to work with all levels of the organization.
  • Must be detail and multi-task oriented.
  • Ability to manage sensitive and confidential information with discretion.

Nice To Haves

  • Experience in utility industry preferred.

Responsibilities

  • Under the general direction of an Assistant General Counsel, work directly with senior management to develop a deeper knowledge and understanding of NYPA’s and its subsidiaries’ business operations to provide relevant legal advice, research and support.
  • Research recent changes in law, rules and regulations related to NYPA’s and its subsidiaries’ business activities, and draft relevant memoranda and/or update governance or transactional documents accordingly.
  • Conduct legal research, analyze and draft legal opinions and briefs.
  • Attend meetings with senior management, with or without senior level attorneys, and provide support and counsel relative to key legal issues to support the business units.
  • Handle cases and informal disputes on behalf of NYPA and its subsidiaries with supervisory oversight in judicial or other administrative forums.
  • Interact with clients to develop and implement strategies that further NYPA’s and its subsidiaries programs and related business activities.
  • Serve on committees and/or task forces and report to Assistant General Counsel on progress and developments as legal issues arise.
  • Report on major developments to supervisory senior attorneys and/or an Assistant General Counsel.
