About The Position

Apply for this Senior Applications Developer with the Office of Information Technology’s Employment Banking and Revenue (EBR) IT Delivery Center (DC) Solutions Management - Revenue Lottery Insurance and Banking and Securities Division. In this dynamic role, you will join the EBR DC application development team in supporting custom off the shelf (COTS) and in-house application needs for the Pennsylvania Insurance Department (PID). Requirements

  • One year as an Applications Developer 2 or Computer Programmer 4 (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or Five years of information technology experience that includes three years of experience in applications development or applications maintenance; or Three years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; or One year of information technology experience in applications development or applications maintenance, and a bachelor's degree in any information technology field; or An equivalent combination of experience and training.
  • You must meet the PA residency requirement.
  • You must be able to perform essential job functions.

Responsibilities

  • Serve as the application development expert on interdisciplinary teams to plan, design, monitor, test, and implement applications, including web services; participate in all phases of Hybrid-Agile development approach
  • Work with department management to align technical solutions with changing workflow needs; work with team members to implement enhancements and resolve critical problems; work with vendors to ensure seamless knowledge transfer and application support
  • Determine project objective, scope, and resources needed for new development activity and for ongoing maintenance activities and support
  • Independently develop and maintain highly technical applications using Java, JavaScript, .NET, C#, SQL, and HTML5; ensure separate applications can work together when needed and that all applications have sufficient infrastructure to support them
  • Prepare user guides, system documentation, and installation procedures for applications
  • Consult department program officials to identify technical solutions that would improve current operations; research technical advancements and trends to provide relevant feedback for upper management
