About The Position

Creative Information Technology Inc (CITI) is an esteemed IT enterprise renowned for its exceptional customer service and innovation. With clients in the US and abroad, we hold key contract vehicles including GSA IT Schedule 70, NIH CIO-SP3, GSA Alliant, and DHS-Eagle II. Join us in driving growth and seizing new business opportunities. Our client is undertaking a modernization initiative to enhance its district‑level financial data intake and reporting processes. The project will deliver a customized data management platform that aligns with clients existing operational workflows while introducing targeted improvements in usability, security, auditability, and reporting. The OTS Application Development Office (AppDM) will provide oversight.

Requirements

  • Ten (10) plus years of experience in Program or project management, preferably application development
  • IT strategy, infrastructure design, and operational support for multi-site organizations.
  • Business continuity planning and application migration.
  • Application and process modernization.
  • Strong understanding of data management principles and practices.
  • Excellent communication skills, both written and verbal, with experience presenting to senior management and stakeholders.
  • Proven ability to lead cross-functional teams and manage multiple projects simultaneously.
  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions.
  • Experience with Agile development methodologies.

Nice To Haves

  • Experience with change management and process improvement methodologies.
  • Familiarity with cloud platforms and data management technologies.

Responsibilities

  • Develop understanding of the business environment and use that understanding to make informed decisions and drive results.
  • Define program goals and objectives for LADOTD modernization.
  • Develop project plans and schedules, including resource allocation, timelines, and budgets.
  • Lead cross-functional teams to deliver programs and projects on time and within budget.
  • Manage risks and communicate project status.
  • Ensure compliance with LADOTD and State standards.
  • Provide day-to-day support for ongoing processes.
  • Conduct ongoing evaluation and improvements for processes, providing data analysis support for the agency’s workload demands.
  • Manage risks and issues and implement mitigation strategies as needed.
  • Communicate project status and progress to stakeholders, including senior management.
  • Collaborate with stakeholders and teams to ensure program and project goals are met.
  • Ensure compliance with program management processes and standards.
  • Provide ongoing evaluation and improvements for program management processes and practices.
  • Provide day-to-day support for ongoing processes.
