Under direction, performs a wide range of application development related duties including analysis, design, evaluation, development, coding, testing and maintenance of complex application systems in a healthcare data and analytics unit. LA Health Services is LA County’s integrated healthcare system and the second-largest public health system in the nation. Our system includes four public hospitals, more than 20 community health centers, Emergency Medical Services (EMS), Correctional Health Services, and community-based programs that connect people to care where they are. Requirements

  • Bachelor's degree from an accredited college or university in Computer Science, Information Systems, or Data Science
  • 3 years of enterprise-level, full-time, paid experience, obtained within the last three (3) years, in a data and analytics unit, designing, developing, troubleshooting, and optimizing complex Transact-SQL and PL/SQL (Procedural Language/Structured Query Language) code, including stored procedures, queries, and database performance tuning.
  • Investigating and resolving data anomalies using root cause analysis and tools such as Excel, Tableau, and ETL platforms
  • Building advanced data models and delivering actionable business intelligence through dashboards and reports with Tableau and Business Objects
  • Applying data transformation and quality best practices and documenting detailed user requirements for complex data products while effectively communicating technical concepts to non-technical stakeholders.
  • Enterprise-level refers to data projects (involving solutions, strategies, or systems) designed to meet the complex needs of large organizations, often focusing on scalability and integration across multiple departments.
  • A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

Nice To Haves

  • One (1) year of experience performing one or more of the following: Working with cloud-based data platforms such as Microsoft Azure, Amazon Web Services (AWS), or Google Cloud Platform to build data pipelines, manage cloud data warehouses, or implement ETL processes.
  • Analyzing pay-for-performance (P4P) program measures in a healthcare environment (e.g., Healthcare Effectiveness Data and Information Set (HEDIS), Quality Incentive Pool (QIP), Centers for Medicare & Medicaid Services (CMS) Five-Star Quality Rating System), including evaluating healthcare quality metrics, validating measure calculations, and supporting reporting requirements.
  • Applying Agile project management methodology and use of JIRA to track project progress, manage workflows, and coordinate tasks across cross-functional teams.
  • Experience using health data exchange formats such as Electronic Data Interchange (EDI) or Fast Healthcare Interoperability Resources (FHIR) for data integration, exchange, or interoperability.
  • Applying standardized medical coding systems, including Current Procedural Terminology, Fourth Edition (CPT-4), International Classification of Diseases, Tenth Revision (ICD-10), and Systematized Nomenclature of Medicine – Clinical Terms (SNOMED CT) to support clinical documentation, billing processes, and healthcare data reporting.

Responsibilities

  • Writes, troubleshoots, and optimizes complex Transact and PL SQL (Procedural Language/Structured Query Language) codes to ensure that implementation of pay-for-performance program measures and sub-measures are aligned with the annual expansions and changes required by the state.
  • Investigates and fixes data anomalies through root cause analysis in pay-for-performance program measure implementations through root cause analysis using a variety of analytics tools and methods such as merging records from various tables, comparing results using Excel, Tableau and other ETL processors (Extract, Transform, Load).
  • Builds complex data models for business intelligence solutions consumption and creates dashboards and reports using data visualization tools such as Tableau and Business Objects using those models.
  • Applies transformations, data cleansing, normalization best practices, as well as abstraction and inheritance programming concepts to ensure quality data solutions.
  • Responsible for eliciting and documenting user requirements for large, highly complex new systems or system enhancements; ensures functional and technical requirements are fully documented.
  • Translates technical tasks to a non-technical audience.
