About the Indiana Office of Technology (IOT): The Indiana Office of Technology provides cost-effective, secure, consistent, reliable enterprise-technology services to our partner agencies so that they can better serve our mutual customer, the Hoosier taxpayer. IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation. Role Overview: The Senior Application Developer (ServiceNow Developer) provides advanced design, development, and technical leadership for the enterprise ServiceNow platform used across state agencies. This role builds complex workflows, integrations, scoped applications, and automation that support critical IT and business functions. The developer ensures platform reliability, scalability, and security while guiding junior staff, improving processes, and delivering high‑value solutions aligned with organizational strategy. This is an onsite position in the Office of Technology at the Indiana Government Center in Indianapolis, Indiana.

Requirements

  • Thorough knowledge of information technology system including software, hardware and their impact on the various components.
  • Thorough knowledge of policies, standards, procedures and techniques.
  • Thorough knowledge of information technology equipment, operation and capabilities.
  • Ability to establish and maintain a cooperative working relationship with others.
  • Ability to develop and execute system backup and recovery procedures and plans.
  • Ability to work with other information technology support staff to develop capacity planning.
  • Thorough knowledge of installation, maintenance, configuration of system software and system operating systems.
  • Thorough knowledge in the use of tools and utilities to perform the system work.
  • Thorough knowledge of designing, coding, testing, debugging and documenting system software components.
  • Thorough knowledge in performance and tuning techniques.
  • Ability to perform essential functions with or without reasonable accommodation.
  • At least 7+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Responsibilities

  • Architect, design, and develop complex ServiceNow solutions including custom applications, advanced scripting, integrations, automation, and workflows.
  • Build and maintain high‑complexity REST/SOAP integrations, MID Server automation, and platform spokes for third‑party tools (such as Genesys, CrowdStrike, Elastic, Entra ID).
  • Lead implementation of major enhancements, module deployments, platform upgrades, and modernization initiatives.
  • Collaborate with business analysts, project managers, and agency partners to convert requirements into scalable technical designs.
  • Develop Glide Scripts, Flow Designer logic, API integrations, UI pages, and secured configurations.
  • Conduct code reviews, mentor junior developers, and enforce platform development standards.
  • Diagnose and resolve high-impact production issues and ensure platform stability.
  • Maintain architectural documentation, technical specifications, and system diagrams.
  • Ensure compliance with ITIL, security policies, data governance, and accessibility standards.
  • Coordinate with infrastructure, security, and operations teams to support enterprise-wide initiatives.
