About The Position

The City of San José is seeking a Senior Analyst for the Fire Department's Bureau of Administrative Services. This full-time position plays a critical leadership role in supporting the Fire Department’s human resources operations and workforce strategy. The role involves providing advanced oversight and coordination of recruitment, outreach, staffing, employee movement, data analytics, and strategic workforce initiatives for a large public safety department. The Senior Analyst will lead executive-level recruitments, support hiring activities, conduct workforce forecasting, manage recruitment prioritization, oversee purchase and contract management, and lead diversity, equity, and inclusion recruitment efforts. The position also utilizes demographic and data analytics to inform workforce planning and recruitment strategies, oversees an annual program budget of approximately $400,000, and provides consultation on personnel matters such as reviewing HR-related memoranda, classification and compensation, and terminations. Additionally, the Senior Analyst serves as an HR liaison to the City’s Human Resources Department and has direct supervisory responsibilities for an Analyst I/II and a Staff Specialist. Strong judgment, discretion, analytical expertise, and the ability to develop and implement strategic initiatives are essential.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.
  • Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies and federal and state rules and regulations.

  • One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.

Responsibilities

  • Provide oversight and consultation on a variety of personnel matters, including review of Human Resources related memoranda, classification and compensation matters, and terminations and separations.
  • Serve as an HR liaison to the City’s Human Resources Department.
  • Provide high-level analytical and consultative support.
  • Directly supervise an Analyst I/II and a Staff Specialist.

Benefits

  • Salary range includes an approximate five percent (5%) ongoing non-pensionable compensation.
