About The Position

The New York City Department of Health and Mental Hygiene (NYC DOHMH) is a large public health agency serving 8 million New Yorkers. With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative to meet critical infrastructure needs and make strategic investments to modernize its capabilities and data infrastructure. This initiative supports efforts to rebalance investments in public health and more equitably serve communities. The selected candidate will be an employee of Public Health Solutions (PHS), a nonprofit organization managing the grant, but will work under the supervision of DOHMH. This is a grant-funded position ending in November 2027. The First Deputy Commissioner’s Office focuses on advancing public health priorities, including addressing affordability.

Requirements

  • Significant experience in government, public health, public policy, or a related field.
  • Demonstrated ability to manage complex, multi-stakeholder projects in a fast-paced environment.
  • Strong written and verbal communication skills, including experience preparing executive-level materials.
  • Experience working across agencies or organizations to drive collaborative initiatives.
  • Ability to exercise sound, independent judgment on time-sensitive matters with agency-wide impact.

Responsibilities

  • Advise Department leadership on policy development, program design, and emerging trends in public health.
  • Research and monitor legislative, regulatory, and programmatic developments at the local, state, and federal levels; disseminate findings and recommendations to senior staff.
  • Conduct qualitative and quantitative analysis in support of policy proposals and priority initiatives, and present findings and recommendations to leadership verbally and in writing.
  • Identify and recommend new initiatives that address gaps in program services and align with evolving public health needs.
  • Develop and oversee project plans, timelines, and implementation strategies for sensitive and high-priority initiatives, including those related to procurement, contract management, and program operations.
  • Monitor progress across workstreams, prepare status reports, memos, and presentations for a range of audiences, and flag risks or delays to leadership.
  • Anticipate regulatory and administrative requirements that may affect project timelines, and proactively resolve obstacles.
  • Support and strengthen existing and emerging intra-agency initiatives through project planning and administrative coordination.
