About The Position

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 152,000 apartments and over 370,000 residents. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas including: Lead, Mold, Heat, Elevators, Pest, Waste Management, and Inspections. Under the direction of the Vice President of Bronx Public Housing Operations (PHO), the Senior Advisor to the VP of Bronx PHO will assist in the supervision and operations of administrative and tenancy functions within Property Management Operations, including Neighborhood Administrators, Property Managers, Housing Assistants, and related staff. The Senior Advisor will participate in the day-to-day management of administration and tenancy functions within Property Management Operations, undertaking direct measures on behalf of the Bronx VP of PHO to improve quality of service and production levels; improve resident communications, resolve staffing, budgetary and procurement issues; liaise and collaborate with the Public Housing Tenancy Administration (PHTA) departments and the Law Department, address specific resident tenancy issues; develop and track strategic priorities on matters such as rent collection, lease enforcement, and resident accountability; assist in the response to external inquires and requests; assist in emergency response actions; attend resident and other public meetings as necessary, and aid in addressing all other ad hoc day- to- day tasks associated with a large, complex organization such as NYCHA.

Requirements

  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time, progressively responsible experience in real property management, at least 18 months of which must have been in a managerial capacity involving the supervision of a large staff of property management agents and/or housing development specialists and requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work.
  • A baccalaureate degree from an accredited college and four years of experience described in "1" above, including eighteen months of experience in managerial capacity.
  • A satisfactory combination of education and/or experience equivalent to "1" or "2" above. However, all candidates must have eighteen months of managerial experience.
  • Experience in property management must have included both renting and operating the managed properties.
  • Experience in renting must have included interviewing prospective tenants, qualifying tenants' income and background, and/or assuring that vacancies are ready for occupancy.
  • Experience in operating must have included overseeing maintenance and repair of building operating systems, and overseeing staff to assure that necessary work is properly completed.
  • Experience in site management must have included on-site rental and maintenance of buildings.
  • Experience in relocation must have included negotiation with tenants to surrender leases for cash consideration or for an alternative site, and determining tenant eligibility for benefits.

Responsibilities

  • Work closely with the VP of Bronx PHO to manage day-to-day administrative and tenancy functions.
  • Develop, implement, and track VP of Bronx PHO priority projects and initiatives regarding resident communication, rent collection, annual and interim recertifications, non-payment and termination court cases, compliance with Section 8 and other programs, customer service in Property Management Offices, transfers and reasonable accommodations, relocations and vacancies, including deceased tenants, family partnership referrals, rent calculation, remaining family member and grievance processes, responses to external departments and stakeholders (such as HUD) and other administrative and tenancy function.
  • Work with PHTA and Learning and Development to assist in developing training programs affecting Property Managers and Housing Assistance staff in Property Management Operations.
  • Collaborate with PHTA on enforcing administrative and tenancy policies, procedures, and best practices.
  • Serve as the Bronx VP’s primary liaison to NYCHA programs such as PACT, the Trust, and Comprehensive Modernization and ensuring that Boroughs, Neighborhoods, and individual properties are in compliance with these programs’ requirements and operational needs and expectations with respect to administrative and tenancy requirements.
  • Participate and plan STAT meetings with Neighborhood Administrators and Housing Managers to review metrics, trends, policy issues, specific cases, production issues, staffing issues, and miscellaneous issues.
  • Assist in developing staffing and budgetary requests and decisions related to administrative and tenancy functions.
  • On behalf of the VP of Bronx PHO and in coordination with PHTA and other departments, communicate with internal and external stakeholders, most notably, the Federal Monitor, residents, elected officials, partner agencies, employees and civic groups on administrative and tenancy related issues.
  • Act as liaison between the Bronx VP and Senior Property Management Team, functioning as a resource for identifying challenges and developing solutions, and ensuring the timely flow of information.
  • Track and follow up on key deliverables at the Executive Team level.
  • Manage confidential data, including sensitive business, financial and personnel information.
  • Manage other staff within the Office of the VP of Bronx PHO.
  • As needed, visit and work from NYCHA developments and Borough Offices to address and resolve various issues affecting Property Management Operations.
  • Represent the Bronx VP of PHO in meetings and on committees.
  • Collaborate with the senior management team and provide project management and support, where necessary.
  • Diagnose and troubleshoot key organizational challenges, as needed, on behalf of the Bronx VP of PHO.
  • Collaborate with PHTA to identify solutions to drive efficiency and better service delivery.
  • Manage top priority initiatives that require cross-disciplinary implementation, particularly across multiple departments and levels.
  • Review and analyze departmental operations and service delivery; make recommendations for enhancements and improved effectiveness at meeting performance goals.
  • Execute projects that require utmost confidentiality and/or urgency for the Authority.
  • Create presentations through research, analysis, site visits and information gathering.
  • Review policy recommendations in collaboration with PHTA.
