Team & Role Overview: The Policy and Government Relations team acts as the primary liaison between EDC and our shareholder, the Government of Canada. The team leads the corporation’s government and Parliamentary relations activities, including policy development, executive engagement, Parliamentary Affairs, Corporate Planning and the management of the Canada Account. The team also represents EDC as part of Canada’s delegation to the OECD and in key international fora to influence global policy agendas and rules-based frameworks in support of Canadian exporters. The Senior Advisor will work in close collaboration with the Principal, International Policy, and contribute to the monitoring, assessing, and shaping of international policy developments that impact Export Development Canada (EDC), its mandate, and its customers. The role ensures EDC is well-positioned, informed, and influential in key international policy discussions and frameworks, while enabling effective executive decision-making. The successful candidate will demonstrate the ability to build relationships of trust and manage these with a broad range of internal and external stakeholders and government officials, identify and analyze issues and trends affecting EDC, and bring deep expertise in trade finance and export credit solutions to interpret global trends and inform enterprise strategy. The role leads key international and government relationships, engages subject matter experts across EDC, and contributes to a high-performing, collaborative team environment. Requirements

  • Bachelor’s degree in Business, Economics, Public Policy, International Relations, or a related field.
  • Minimum 8 years’ experience in financing, transactions, advisory, business development, public policy, international affairs, or stakeholder relations.
  • Strong understanding of trade finance products, export credits, and international ECA commitments and obligations.
  • In-depth knowledge of the export finance product lifecycle (business development, underwriting, loan services, asset management).
  • Demonstrated experience in cross-functional collaboration and advising senior management, including executive and board levels.
  • Willingness to travel periodically and maintain flexibility to work across global time zones.
  • Attention to detail and proven ability to manage fast-paced projects and multiple priorities.
  • Strong financial literacy and knowledge of trade finance practices.
  • Solid understanding of international trade, international business practices, ECAs, and organizations such as the OECD, WTO, and G7/G20.
  • Knowledge of EDC or comparable trade finance products and policies.
  • Experience in project management and attention to detail.

Responsibilities

  • Monitors and interprets international policy developments and export credit agency (ECA) business trends and translates implications for EDC’s strategy, risk exposure, and competitive positioning.
  • Leads priority files by developing expertise, coordinating subject matter experts, and formulating EDC positions on international negotiations and competitiveness issues (e.g., WTO, FTAs, trade-related aid, sustainable lending, financial structuring, resilient supply chains, climate and ESG).
  • Engages with Government of Canada officials on international trade finance–related matters to influence, inform, and align positions with government counterparts and contribute to a coordinated Canadian approach on key international files, including strong relationships with Canada’s delegation to the OECD.
  • Contribute to and provide expertise in support of key organizational initiatives such as the Legislative Review and long-term corporate strategy development
  • Engage with external stakeholders to gain insights required to ensure policy developments represent interests and priorities of Canadian business
  • Co-ordinates the preparation of reports and presentations to government and international stakeholders consistent with international reporting obligations, leveraging EDC tools and systems (source internal subject matter experts, ensure accuracy, manage submissions).
  • Networks and acts as a key point-of-contact for consultation with internal and external government stakeholders to develop appropriate options and recommendations on files
  • Supports executive engagement with government and stakeholders in international fora.
