About The Position

The Senior Acquisition Policy Analyst will lead analytical, policy modernization, and acquisition support tasks in support of federal acquisition initiatives. This role is responsible for reviewing, interpreting, and improving acquisition policies, ensuring alignment with the Federal Acquisition Regulation (FAR) and Education Department Acquisition Regulation (EDAR). The performance of this position is key to RavenTek's performance on the contract, and therefore RavenTek's mission to support the customer.

Requirements

  • Strong understanding of federal acquisition regulations (FAR, EDAR).
  • Excellent research, writing, and analytical skills.
  • Ability to synthesize complex policy requirements into actionable guidance.
  • Familiarity with acquisition planning, procurement lifecycle processes, and milestone tracking.
  • Bachelor’s degree in Public Policy, Business, or related field.
  • 5-7 years of relevant acquisition policy or compliance experience.
  • Experience supporting federal acquisition packages and documentation development (PWS, SOW, SOO, IGCE, Market Research).
  • Must be able to obtain and maintain a Public Trust clearance.

Responsibilities

  • Provide acquisition support to program offices in the development, review, and finalization of procurement package documentation.
  • Draft and maintain requirements documents including Performance Work Statements (PWS), Statements of Objectives (SOO), and Statements of Work (SOW) using agency-specific templates.
  • Collect program requirements and draft, edit, and format acquisition documentation in compliance with FAR, EDAR, and agency guidance.
  • Support development of acquisition artifacts including Independent Government Cost Estimates (IGCEs), Market Research Reports, Acquisition Plans, and Justifications (e.g., Limited Sources, Justification for Other than Full and Open Competition).
  • Coordinate with Contracting Officer Representatives (CORs), program managers, and stakeholders to gather technical inputs and ensure complete and timely procurement package submission.
  • Maintain centralized repositories for procurement documentation, including version control and accessibility for stakeholders.
  • Assist in developing and tracking acquisition milestone schedules, deliverables, and dependencies to support timely procurement actions.
  • Provide guidance and training to program staff on acquisition documentation standards and best practices, as requested.
  • Support development and maintenance of the Annual Procurement Plan Forecast.
  • Conduct policy reviews, gap analysis, and develop recommendations.
  • Draft updated acquisition policies, procedures, and templates.
  • Support rulemaking processes, including NPRM drafting and clearance.
  • Coordinate stakeholder input and incorporate feedback.
  • Support Department-wide acquisition lifecycle framework development.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Submit Monthly Status Reports on a regular basis, as required.
  • Monitor RavenTek email on a regular basis, at least 3 times per week, and respond accordingly.
  • Complete required compliance training as assigned.
  • Other duties as assigned.
