The Housing Authority of the City of Austin (HACA) is seeking a high-performing Accounting & Financial Administrator to manage the accounting and financial operations of diverse agency programs and legal entities. The ideal candidate has a degree in accounting, strong proficiency with enterprise software and Microsoft Office, and thrives in collaborative, process-improvement-focused environments. This role is responsible for ensuring accurate, timely, and well-documented financial transactions, reconciliations, and reporting while supporting process optimization and internal controls. HACA has been a leader in affordable housing in the City of Austin for more than 85 years. In partnership with the U.S. Department of Housing and Urban Development, local government entities, and numerous non-profit agencies, HACA provides access to safe, stable housing to over 20,000 individuals.

Requirements

  • Bachelor's degree in Accounting, Business Administration, or related field
  • Minimum of 3 years of relevant accounting experience, including General Ledger accounting and enterprise accounting software
  • High proficiency in Microsoft Office (Excel, Word, Outlook)
  • Strong attention to detail, dependability, and ability to manage deadlines
  • Knowledge of internal controls and collaborative teamwork
  • Valid Texas driver's license
  • Eligibility for coverage under HACA fleet auto insurance
  • Bondability

Nice To Haves

  • Experience supporting property management, affordable housing, non-profits, and external audits
  • Experience with Yardi Voyager accounting software
  • CPA designation or CPA track

Responsibilities

  • Maintain the General Ledger, subsidiary ledgers, and supplemental registers (e.g., investment, debt, utility, asset, insurance)
  • Prepare journal entries, including accruals, for monthly and year-end close
  • Record and reconcile transactions related to loans, escrows, reserves, construction draws, and grants
  • Record construction in progress and capital assets, including depreciation and asset management
  • Prepare monthly financial reports for internal distribution and departmental use
  • Reconcile bank accounts and other balance sheet accounts; research and document updates for review
  • Maintain detailed records for HUD Housing Choice Voucher program; reconcile Voucher Management System to General Ledger
  • Research budget-to-actual variances and provide guidance to other departments
  • Gather and prepare schedules and documentation for annual external audits, tax credits, and periodic reviews
  • Assist with grant closeout procedures
  • Review requisitions, check requests, and Accounts Payable check runs for proper account coding and compliance
  • Prepare and file annual 1099-MISC reporting for vendors, landlords, and the IRS
  • Participate in process improvements to optimize controls, efficiency, and internal workflows
  • Document accounting processes and workflows using software tools
  • Cross-train and support backup personnel for related accounting functions
  • Educate and train staff on accounting processes and procedures
  • Review travel advances and reimbursements for policy compliance
  • Participate in segregation of duties and internal control practices
  • Perform other duties as assigned
