The Program Supervisor I (Assistant Supervisor) performs routine (journey-level) administrative and supervisory work within the State Hospital System security program. The Assistant Security Supervisor oversees the operation of the security department specifically providing guidance and training on Security and Safety related processes and procedures to other security team members. The Assistant Security Supervisor evaluates and makes recommendations for changes to the security program that will increase the professionalism and efficiency of the department, including cost saving measures. Supervises the work of others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Requirements

  • Knowledge of The Joint Commission standards and Centers for Medicare and Medicaid Service conditions of participation
  • Knowledge of Life Safety Code
  • Knowledge of Hazardous Materials Management
  • Knowledge of operating an inventory and maintenance program used for managing a Medical Equipment Program
  • Knowledge of Emergency Management and ability to lead others in an emergency.
  • Skills in identifying measures or indicators of a security program and staff performance.
  • Skills in operating a computer and applicable software.
  • Excellent writing skills and ability to prepare reports, policies, procedures.
  • Ability to communicate clearly and effectively both orally and in writing.
  • Ability to lead, train, and supervise the work of others.
  • Physically able to perform Treatment Intervention and Preventative Strategies (TIPS)
  • Ability to gather, assemble, correlate, and analyze facts.
  • Ability to assess the situation, event, or incident and respond appropriately.
  • Ability to establish goals and objectives.
  • Ability to devise solutions to administrative problems.
  • Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.
  • Associate degree and a minimum of twenty-four months experience required OR
  • No degree and a minimum of four years of experience required.
  • One year of supervisory Experience
  • One year of experience writing policy, procedures, reports, or plans.
  • One year of experience with one or more of the following: Security, Emergency

Nice To Haves

  • Graduation from an accredited four-year college or university with major course work such as Security, Emergency preferred.
  • Management, Life Safety Code, Hazardous Materials Management, and Medical Equipment Management is generally preferred.

Responsibilities

  • Assists in the operations of the security department and supervises the work of assigned security officers.
  • Reviews security incident reports for accuracy and timeliness.
  • Assists with evaluating and developing processes, guidelines, and standards to achieve the overall organizational goals for the security department annually.
  • Develops security department program procedures, policies, rules, and regulations in conjunction with Texas Private Security Bureau.
  • Prepares the security department budget requests by evaluating resources and requesting additional resources such as uniforms, vehicles, and supplies.
  • Prepares and updates the training and operational manuals, educational safety and security programs by revisions, suggestions, and evaluations.
  • Conducts monthly and annual fire drills as required on campus buildings, including patient units.
  • Conducts various types of investigations by actively initiating a preliminary investigation, including but not limited to, thefts, collisions, missing or damage to State property, and criminal mischief.
  • Provides bi-monthly training or technical assistance at pre-services training to include new employees in the form of fire drill response, safety response, handicap parking on campus–fire lanes, key security, traffic enforcement, wearing ID badges, and calling 911 vs. 2911.
  • Performs other duties as assigned.
