About The Position

JFL Consulting is seeking a detail-oriented, mission-focused Security Specialist to provide full-time, onsite support to the Security Manager and Special Security Officer at the U.S. Naval Observatory in Washington, D.C. The role supports administrative, personnel, information, and physical security operations for collateral and SCI environments, including SCIF accreditation and management under ICD 705. The Security Specialist coordinates with internal personnel and external government agencies to maintain secure operations and support clearance processing. Daily on-site attendance is required; telework is not available. The position involves clearance processing and records management; SCIF operations, accreditation, and inspection readiness; access control and intrusion detection system administration; classified material control; and support of installation antiterrorism and force-protection activities. The role requires an active TS/SCI clearance, familiarity with DISS and NBIS, and experience supporting security programs and SCIFs.

Requirements

Active TS/SCI clearance.
Three to five years of experience in personnel, program, or industrial security.
Experience supporting SCI, SAP, or collateral-level programs.
Demonstrated experience managing SCIFs under ICD 705, including accreditation and re-accreditation, daily operations, and inspection readiness.
Experience preparing and submitting SCIF accreditation packages, including the Fixed Facility Checklist, TEMPEST checklist, and Construction Security Plan, and working directly with the CSA/AO through the accreditation process.
Experience supporting a DoD Antiterrorism/Force Protection program, including vulnerability assessments, antiterrorism plans, FPCON implementation, and training and exercises.
Hands-on experience administering electronic access control systems and associated intrusion detection systems.
Hands-on experience using DISS and NBIS.
Ability to obtain and maintain installation access credentials and comply with installation entry and security requirements.
Ability and willingness to commute daily to the U.S. Naval Observatory in Washington, D.C.; the position is 100% onsite and telework is unavailable.

Nice To Haves

Bachelor’s degree in Security Management, Criminal Justice, or a related field; equivalent experience may be considered in lieu of a degree.
CDSE FSO Program Management for Possessing Facilities certification.

Basic understanding of classified material handling and SCIF operations.

Proficiency in access control system administration, including badge and credential management, access-level configuration, and audit reporting.
Proficiency with Microsoft Office and secure document tracking systems.
Experience with systems such as Lenel OnGuard, Software House C CURE 9000, AMAG Symmetry, or similar.

Responsibilities

Assist with processing and tracking personnel security clearances in DISS and NBIS.
Support onboarding, indoctrination, debriefing, and SCI billet management for cleared personnel.
Help resolve minor derogatory issues and coordinate follow-up actions with external agencies.
Maintain current records of security briefings and training for cleared personnel.
Administer and monitor the electronic access control system, including badge enrollment, access-level assignment, credential issuance and revocation, and periodic access audits.
Support inspection, testing, and maintenance of intrusion detection systems, alarms, CCTV, and secure areas; respond to and document alarm activations.
Lead and support SCIF accreditation and re-accreditation with the Cognizant Security Authority and Accrediting Official, including preparation and submission of accreditation packages, Fixed Facility Checklists, TEMPEST checklists, and Construction Security Plans.
Manage the SCIF’s ongoing physical and technical security posture, including perimeter integrity, sound transmission requirements, intrusion detection, access control, and approval of modifications, construction, and equipment changes.
Track and resolve SCIF inspection findings, maintain accreditation records and waivers, and ensure continued compliance with ICD 705 and IC Technical Specifications.
Assist with implementing physical security measures and Balanced Survivability Assessment findings.
Coordinate with facilities and external agencies to maintain compliance with security requirements.
Support the installation/facility Antiterrorism program, including vulnerability and threat-risk assessments, antiterrorism plan development and updates, and implementation of Force Protection Condition measures.
Help coordinate antiterrorism training, random antiterrorism measures, and exercises in accordance with DoDI O-2000.16 and Navy antiterrorism requirements.
Assist with classified material control, including tracking, storage, and destruction logs.
Help manage daily SCIF operations in accordance with ICD 705 and the IC Technical Specifications for Construction and Management of SCIFs.
Maintain SCIF accreditation documentation, including the Fixed Facility Checklist, standard operating procedures, Emergency Action Plan, and co-use agreements.
Support SCIF compliance activities, including opening and closing procedures, access rosters, visitor control, end-of-day security checks, intrusion detection system testing, TEMPEST/TSCM coordination, and preparation for Cognizant Security Authority inspections.
Support security briefings, visit authorizations, and foreign visit validations.
Monitor compliance with applicable directives, including NISPOM, ICDs, and the DoD 5205.07 series.
