About The Position

The Pima County Information Technology Department is seeking a self-motivated, thorough, disciplined, and perceptive individual for the role of Security Engineer II. The ideal candidate has significant experience in and working knowledge of audit of organizational activities to support compliance with policies and procedures as well as having a technical understanding of networking, server operating systems, and cloud identity solutions. This is a compliance role which requires strong technical skills to audit the technical controls in place within the organization. This role requires close collaboration with technical and non-technical teams, being able to understand technologies to facilitate communication between technical resources and non-technical resources is essential in this role. This is an in-office position located in Tucson, AZ, and cannot be remote. The Information Technology Department is unable to provide visa sponsorship for this position.

Requirements

  • Bachelor’s degree from an accredited college, university or technical school AND five (5) years of experience in Information Security. (Relevant experience and/or education from an accredited college or university may be substituted.) OR: Two (2) years with Pima County in a Security Engineer I position.
  • Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment.
  • The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures.
  • Some positions require industry-recognized certifications within the domain of information security or information technology.
  • Some positions must possess and maintain as a condition of employment the Terminal Operator for ACJIS certification.
  • The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history.
  • Some positions may require satisfactory completion of a personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems.

Nice To Haves

  • Minimum three (3) years of experience with Microsoft Active Directory Administration, Microsoft Entra ID Administration, Windows Server Administration, and Windows Desktop Administration.
  • Minimum three (3) years of experience with DNS, Networking, and VPNs.
  • Minimum three (3) years of experience with utilizing a SIEM for investigation and auditing in support of compliance based on policies, guidelines, and procedures.
  • Minimum three (3) years of experience with Enterprise PKI.
  • Minimum three (3) years of experience acquiring proficiency in new tools related to log analytics, audit, and compliance.
  • Minimum three (3) years of experience reading and understanding federal, state, industry, and organizational policy and guidelines, such as CJIS, NIST, HIPAA, and PCI.
  • Minimum three (3) years of experience with vulnerability scanning tools and endpoint security tools.
  • Minimum three (3) years of experience with audit of policies, guidelines, and procedures for consistency, completeness, and viability.
  • Minimum three (3) years of experience writing policies and/or procedures.

Responsibilities

  • Monitors firewalls, intrusion detection/prevention systems, anti-malware solutions, security data monitoring, event logs, and security patching
  • Proactively addresses security issues and/or elevate for management review
  • Develops and maintains information security procedures, standards, and guidelines for computer system environments
  • Develops plans and recommends the implementation of critical, enterprise-wide security hardware and software solutions
  • Interacts with agency partners across Pima County
  • Monitors information security auditing tools and provides management-level reports as needed and in response to compliance audits
  • Performs system forensics and security incident investigations as required
  • Audits information systems for compliance, security and architectural containment and retirement standards
  • Reviews effectiveness of security measures to applicable policies and procedures and makes recommendations for change with respect to information security, remote access to systems, and networks, both physically and digitally
  • Performs security audit scans of all computing devices in all domains and provides recommendations on risk mitigations and/or corrective actions
