About The Position

The Security & Emergency Response Program Manager is responsible for designing, operating, and continuously improving global physical security and emergency response programs for a multinational semiconductor company. This role provides deep subject‑matter expertise, owns global programs, and leads cross‑functional execution. The role is accountable for protecting employees, facilities, and critical semiconductor operations through effective physical security controls and disciplined incident escalation and response.

Responsibilities

  • Physical Security Program Ownership
  • Own and manage the global physical security program, including:
  • Badge access systems and identity controls
  • CCTV / camera monitoring standards
  • Gates, perimeter protection, and secure areas
  • Visitor management and site access protocols
  • Establish global standards and minimum requirements for physical security across fabs, R&D sites, offices, and logistics locations.
  • Conduct and oversee physical security risk assessments for new and existing sites, incorporating threat, vulnerability, and impact analysis.
  • Partner with Facilities and regional teams on security system design, upgrades, and remediation activities.
  • Manage third‑party vendors supporting guard services, monitoring, and security technologies.
  • Emergency Response, Incident Escalation, & Business Continuity
  • Own the global Emergency Response framework, including incident classification, escalation, and response protocols.
  • Coordinate Incident Response with corporate level Business Continuity Process
  • Lead incident escalation and coordination using the company’s event classification matrix, ensuring consistent and timely decision‑making.
  • Serve as a key responder during significant incidents (e.g., safety events, natural disasters, security incidents, geopolitical disruptions).
  • Coordinate response activities across Facilities, EHS, Legal, IT Security, HR, and Operations during incidents.
  • Drive post‑incident reviews, root‑cause analysis, and corrective action tracking.
  • Preparedness, Exercises & Readiness
  • Develop and maintain emergency response plans, site‑level procedures, and playbooks aligned to business risk.
  • Plan and execute tabletop and functional exercises to validate emergency response readiness and escalation pathways.
  • Ensure emergency response documentation remains current, accessible, and aligned with evolving risk profiles.
  • Program Governance & Continuous Improvement
  • Define and track program KPIs related to physical security effectiveness, incident response, and preparedness.
  • Provide regular reporting and risk insights to senior stakeholders.
  • Benchmark programs against industry best practices, especially within advanced manufacturing and semiconductor environments.
  • Drive continuous improvement through audits, lessons learned, and technology enhancements.
  • Cross‑Functional & Global Collaboration
  • Act as the central point of expertise for physical security and emergency response across global regions.
  • Partner closely with:
  • Facilities on building security and infrastructure
  • EHS on life‑safety and emergency response alignment
  • IT / Information Security on coordinated incident response
  • Legal & Risk on compliance and investigations
  • HR / People Experience on employee safety and communications
  • Engage with external stakeholders such as local emergency services and government agencies near critical sites.
