About The Position

This role provides Woodside’s on-site leadership, assurance, and oversight of security and emergency management at Louisiana LNG (LALNG) during construction, transition to operations, and into the operational phase. The role ensures risks to Woodside people, contractors, visitors, assets, reputation, and future operating license are effectively managed. During project execution, the role acts as Woodside’s site authority and assurance lead for Security & Emergency Management (S&EM), verifying EPC and contractor delivery of obligations, coordinating regulatory compliance and inspection readiness, and establishing fit-for-purpose systems, capability, and governance for handover to operations. Once in operations mode, the role will lead all S&EM activities for LALNG and oversee and manage all S&EM-related activities in partnership with the LALNG Operations team. The role may also be required to support business and residential staff in relation to security, emergency management, hazard management, and threat management.

Requirements

• Experience in security, emergency management, crisis management or protective security within energy, LNG, oil and gas, petrochemical, major hazard or comparable industrial environments.
• Strong experience in major capital projects and EPC / contractor-led delivery environments, ideally having worked with or overseen large contracting companies on behalf of an owner / operator.
• Experience providing owner-side assurance, governance and oversight over contractors, field operations and operational readiness activities.
• Knowledge of the U.S. LNG, pipeline, waterfront and emergency response regulatory environment, including inspection readiness and multi-agency interfaces.
• Experience in site security management for large, complex, multi-contractor sites with significant workforce populations and multiple access / transport interfaces.
• Knowledge and application of ICS / incident management systems and experience facilitating drills, exercises and continuous improvement activities.
• Experience in risk management, assurance, change management and implementation of technology-enabled security and emergency management controls.
• Ability to influence performance and decisions at operational and senior management levels without direct line authority.
• Strong communication, stakeholder engagement, report writing and presentation skills.
• Personal resilience, adaptability and sound judgement suited to a residential site-based role.
• Bachelor’s degree in a relevant discipline, or equivalent practical experience.
• ICS / NIMS accreditation or equivalent incident management qualification.

Nice To Haves

• Professional qualifications or certifications in security, emergency management, risk, resilience, firefighting or emergency response are desirable.
• Experience with industrial security and monitoring technologies used across large sites is highly desirable.

Responsibilities

• Act as Woodside’s on-site S&EM authority during construction and transition to operations.
• Provide owner-side assurance and independent oversight of Bechtel, key contractors and specialist security / emergency service providers to verify compliance with contractual obligations and regulatory requirements.
• Establish and execute an S&EM assurance program using contractual levers such as audits, inspections, field verifications, performance reviews to identify and close corrective actions.
• Maintain clear accountabilities and interfaces between Woodside, EPC contractors, subcontractors and future operations personnel for all S&EM matters.
• Escalate material S&EM risks, non-compliance, findings or performance gaps to Woodside leadership and support timely remediation.
• Support Operations Readiness & Assurance activities and verify that plans, systems, people and equipment are fit for operational handover.
• Ensure the development, implementation, maintenance and continuous improvement of the site Security Management Plan / Security Plan aligned with Woodside requirements and applicable U.S. regulatory expectations.
• Ensure security risk and vulnerability assessments covering physical intrusion, theft, sabotage, activism and protest activity, insider threat, workforce violence, supply chain disruption, critical infrastructure threats and reputational impacts.
• Oversee layered security controls across a large and complex site, including perimeter protection, surveillance, access control, badging and credentialing, restricted zones, vehicle controls, visitor management, escorting arrangements and critical asset protection.
• Ensure security measures appropriately cover roads, gates, laydown areas, logistics corridors, aerial monitoring considerations, connecting pipelines, marine transfer areas, waterways and off-site business / residential interfaces, where applicable.
• Oversee site access control, contractor security compliance, investigations support, incident reporting and liaison with local law enforcement and security-related agencies.
• Support Woodside business and residential staff with security, emergency management hazard awareness, threat management advice and preparedness arrangements where required.
• Serve as Woodside’s Crisis, Emergency and Security Management adviser at LALNG and provide direct support for incidents and events that fall within Woodside’s responsibilities or require owner intervention.
• Develop, implement, maintain and continuously improve the Emergency Response Plan (ERP), Emergency Response Bridging Plan(s), facility pre-fire plans and other required emergency arrangements.
• Build and sustain a fit-for-purpose Emergency Response Team (ERT) and Incident Management Team (IMT), including philosophy, structure, roles, equipment, training and exercising requirements.
• Support the IMT during incidents and exercises, ensuring effective command, control, escalation, coordination and communications.
• Oversee emergency response drills, tabletop exercises, functional exercises and simulations covering credible safety, security, environmental, weather, pipeline, marine and community-impact scenarios.
• Ensure after-action reviews are completed for drills and incidents, with corrective actions documented, tracked and closed.
• Identify and help assure compliance with applicable federal, state and local S&EM requirements relevant to LNG facilities, pipelines, marine / waterfront interfaces and emergency preparedness.
• Lead or support Woodside’s site interface with regulators and agencies including FERC, PHMSA, U.S. Coast Guard, TSA, OSHA, EPA, state / parish emergency management authorities and law enforcement, as applicable.
• Maintain inspection readiness and support audits, regulatory reviews, submissions, notifications and close-out of findings throughout construction and into operations.
• Maintain required plans, manuals, reports, training records, incident records, inspection records and evidence of compliance for S&EM obligations.
• Support regulatory-required plans and readiness activities associated with LNG facilities, pipeline-connected infrastructure and waterfront / waterway interfaces.
• Provide S&EM oversight for connecting pipelines, pipeline corridors, marine transfer areas, waterfront facilities, logistics routes and connected waterways associated with LALNG, as applicable.
• Support emergency planning, response coordination, inspection readiness and operating interfaces for infrastructure connected to regulated pipeline systems.
• Where marine traffic or marine transfer activities are in scope, support the Coast Guard interface and associated security and emergency arrangements for the waterfront / marine transfer area and connected waterway considerations.
• Ensure surveillance, communications, patrols, response arrangements and stakeholder coordination appropriately cover road approaches, marine approaches, waterways and critical connecting infrastructure.
• Champion the adoption and effective use of technology to prevent, detect, assess and respond to threats and hazards across the full site footprint.
• Identify, specify or oversee fit-for-purpose technologies such as CCTV and video analytics, access control and identity management, perimeter detection, integrated security management platforms, incident management tools, mass notification systems, geospatial mapping, weather and environmental monitoring, drone / UAS-enabled observation where legally permitted, marine-domain awareness tools and pipeline / corridor monitoring interfaces.
• Use data, trend analysis and assurance findings to improve risk visibility, control effectiveness, response readiness and continuous improvement across security and emergency management systems.
• Ensure technology solutions are operationally integrated and aligned with contractor / operator interfaces, cybersecurity expectations and privacy / legal requirements.
• Actively support the transition from project execution to operations, ensuring S&EM governance, procedures, competencies, systems and contractor arrangements are suitable for operational ownership.
• Work closely with the LALNG Operations team to define the future operating model for S&EM, including accountabilities, service delivery, interfaces and performance expectations.
• Once the facility enters operations mode, lead all S&EM activities for LALNG and oversee and manage all S&EM-related activities in partnership with the LALNG Operations team.
• Ensure threat management, protective security, emergency preparedness, response capability and workforce support arrangements remain effective through start-up and early operations.
• Develop and maintain training plans for Security, ERT, IMT and relevant contractor and Woodside personnel aligned with regulatory and Woodside framework requirements.
• Coordinate awareness training for site-based, business and residential staff on key hazards, threats, security requirements, emergency procedures and reporting expectations.
• Support technical capability, certification and accreditation requirements relevant to the facility’s risk profile, including firefighting, medical response, rescue and incident management capability, where applicable.
• Act as the primary S&EM contact for the LALNG site and coordinate closely with S&EM International, HSE, Regulatory, Projects, Operations and other Woodside functions.
• Maintain effective relationships with contractors, local government, Parish emergency management, fire, police, EMS, mutual aid groups, port / waterway stakeholders and other operators.
• Participate in relevant external emergency planning and coordination forums including LEPC, mutual aid meetings and other community / government engagements, as required.
