About The Position

Forge is hiring a Security Cooperation (SC) program lead with experience providing SC/Foreign Military Sales (FMS) program management support to the Department of War and leading engagements with United States Government clients. This position will support the Defense Information Systems Agency (DISA) International Relations and Engagements Branch. DISA's mission is to conduct Department of War (DoW) Information Network operations for the joint warfighter, enabling lethality across all warfighting domains in defense of our nation.

  • We are looking for candidates with an active DoD Secret Security clearance, at least 5 years of program management support experience, including supporting Security Cooperation/FMS programs, and at least 1 year of experience leading teams.

  • Bachelor's degree from an accredited four-year university
  • An active final DoD SECRET security clearance
  • 5+ years of program management experience, including support to DoW
  • Experience supporting/ managing SC programs, preferably FMS programs
  • 1+ year of experience leading teams, including client-facing engagement
  • Comprehensive knowledge of FMS processes, policies, and the DSCA e-SAMM
  • Effective interpersonal communication and the ability to build collaborative business relationships both internally and externally
  • Proficiency with the Microsoft 365 suite, including PowerPoint, Word, Excel, SharePoint, and Power BI

Nice To Haves

  • Project Management Professional (PMP) certification
  • Experience leading teams performing FMS efforts
  • Experience coordinating engagements with foreign nationals, including logistics coordination and brief/talking point development

Responsibilities

  • Provides subject matter expertise and analysis on FMS processes and policies; leverages the electronic Security Assistance Management Manual (e-SAMM), Defense Security Cooperation Agency (DSCA) policy memos, and client-specific resources.
  • Provides subject matter expertise, contributes to, and provides quality control review on FMS financial management deliverables, specifically case reconciliation and closure.
  • Provides oversight, support and quality control as required for international engagements with senior officials, to include preparing briefs, after action reports, and minutes.
  • Participates in process reengineering efforts (e.g., As-Is and To-Be process design/ stakeholder interviews); makes recommendations for process improvement across all task areas.
  • Leverages tools such as Microsoft Excel and Power BI to improve process efficiency and data visualization for client deliverables.
  • Coordinates and manages project-wide efforts, including Standard Operating Procedure (SOP) development, compliance with administrative requirements, and timely submission of deliverables
  • Works alongside Forge contract manager to receive feedback from project Contracting Officer Representative (COR) and provide project updates as required.
  • Coordinates contractor feedback for the Monthly Status Report (MSR) and participates in MSR meetings with the Government.
  • Oversees staff performance and delivers feedback regularly to the contractor team.
  • Facilitates team onboarding and offboarding as required.
