About The Position

Manages compliance initiatives to facilitate effective infrastructure (electric transmission, electric distribution, etc.) protection strategies throughout the Dominion enterprise. Develops and manages security plans, policies, and procedures that comply with regulatory requirements for company facilities. Ensures compliance with regulatory commitments at assigned locations. Conducts regular security assessments, including vulnerability assessments, for company facilities and processes. Other specific duties include: Represents company during regulatory inspections, security briefings, and security meetings with government agencies. Develops security plans to support business continuity activities. Ensures technical security equipment integration for company facilities complies with security standards and regulatory requirements. Evaluates proposed legislation and regulation for company impact and recommends appropriate responses. Develops and maintains agreements with local, state, and federal law enforcement personnel. Serves as primary contact for law enforcement and government agencies during routine operations, drills, inspections, or emergencies for assigned facilities. Develops security countermeasure strategies to respond to credible threat information. Evaluates security intelligence from public and private sources, and recommends appropriate, strategic company posture and response. Prepares summaries of restricted intelligence information for appropriate company distribution. Supports investigative interviews with internal and external subjects. Provides reports and presentations of security assessment results which enable and support risk management decision making. Develops and maintains a wide variety of public and private information sources to support investigative function. Provides support and response to emergency contingencies. Develops, coordinates, and administers security compliance training. Develops security drills and exercises to test security plans, policies, and procedures. Manages and directs outside training and consultation service providers.

Requirements

  • 6+ years directly related security, law enforcement, homeland security, regulatory compliance experience, or utility industry / energy sector experience.
  • Strong knowledge and experience with contemporary security risk assessment methodologies and standards to mitigate risk.
  • Experience identifying appropriate security countermeasures for known security vulnerabilities and threat information.
  • Experience with laws, codes, and government regulatory processes, to make sound decisions, and to ensure regulatory compliance.
  • Demonstrated experience dealing with local, state, and federal regulatory and law enforcement agencies, to respond to security events impacting critical infrastructure facilities.
  • Excellent written and oral communication skills to provide briefings to company management and government officials on security investigations and/or security risk assessments.
  • Demonstrated ability to work independently and to achieve results with little supervision.
  • Experience evaluating and communicating sensitive security information.
  • Demonstrated experience developing and evaluating security drills and exercises at regulated and non-regulated sites.
  • Demonstrated experience developing and providing training to company personnel.
  • Experience with contemporary security technology used for access control, intrusion detection, visitor identification, and event monitoring.
  • Consistent demonstration of critical thinking skills in a security environment.
  • Demonstrated ability to use security experience to add value in a business environment.
  • Ability to obtain government issued security clearance, as required.
  • In-depth knowledge of NERC CIP regulation standards, or the ability to learn (CIP-006 and CIP-014).
  • Knowledge of electric utility operations: Bulk Electric System and internal controls.
