About The Position

The Department of Economic Security (DES) is seeking an experienced and highly motivated professional to join the Office of Inspector General (OIG) as an Investigator Senior, serving as a Security Area Manager. This role, in cooperation with OIG and Protective Services Administration (PSA) senior leadership, directs the development, implementation, and management of effective security strategies across multiple DES facilities in assigned areas. The Security Area Manager develops, maintains, and updates security plans, procedures, and processes, including those managed by contracted security personnel. This position also conducts initial investigative activities as needed, directs contract security staff and DES staff at various facilities to ensure security needs are met, and conducts thorough investigations of incidents involving contracted security staff, submitting Vendor Performance Reports to the Office of Procurement/State Procurement. The role requires maintaining effective communication with all organizational levels and external stakeholders to monitor and ensure contract obligations are met.

Requirements

  • Knowledge of federal, state and local laws relating to security, law enforcement, search and seizure, arrest and use of force procedures firearms and tactics utilized in emergency situations.
  • Knowledge of emergency procedures; security, fire and environmental alarm systems and the action appropriate in the event of their activation.
  • Knowledge of First Aid.
  • Knowledge of electronic devices (i.e. radio and communications, computers, monitors, recording, and photography) and other security equipment.
  • Knowledge of personal computer operations in a network environment.
  • Knowledge of evidence handling procedures, crime analysis, investigation and Intelligence gathering.
  • Knowledge of methods and techniques of statistical research, analysis, and probability modeling.
  • Knowledge of Google Suite products.
  • Skills in understanding complex written documents and policies, and interpreting how those policies should be applied at a local level.
  • Skills in preparing and editing official correspondence, training materials and reports to include format, edit tables and charts.
  • Skills in understanding and applying crisis management techniques.
  • Skills in reviewing and analyzing data and information from multiple sources to extract facts.
  • Skills in reviewing and evaluation of activities and develop effective methods for improvement.
  • Skills in presenting training in individual, small and large group settings.
  • Skills in industry physical security standards.
  • Ability to establish effective working relationships, both internal and external to the Department.
  • Ability to direct contracted staff toward the effective accomplishment of their duties and responsibilities.
  • Ability to perform all job duties and responsibilities in a safe and effective manner and not be hazard to self or others.
  • Ability to assume duties and responsibilities in the absence of the department supervisor for short periods.

  • Must be able to drive to and from locations in Arizona.
  • Must have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1758.07.
  • Must be able to secure and maintain clearance from the Department of Child Safety (DCS) Central Registry and the Adult Protective Services (APS) Registry.
  • Must successfully complete an Arizona Criminal Justice Information System (ACJIS) background check.
  • Must obtain ACJIS Terminal Operator Certification within 30 days of hire and maintain certification throughout the course of this assignment with the unit.
  • Must successfully pass background and reference checks.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Responsibilities

  • Develops, implements, and maintains security processes, practices and policies to reduce risks and responds to critical incidents in areas of physical facility and personnel security as a result of a perceived threat.
  • Assists in mitigating security situations involving contract security personnel, employees, and/or clients.
  • Identifies witnesses, liaisons with federal, state, and local law enforcement and/or emergency personnel as necessary and assist in investigative activities as needed.
  • Coordinates and implements site security, operations and activities to maximize protection of personnel and assets while ensuring optimal use of personnel and equipment.
  • Utilizes intelligence networks to analyze risk to DES sites and staff.
  • Performs threat analyses of sites and persons suspected of making threats to DES sites and staff.
  • Determines potential risk based on accepted industry standards and conveys that to applicable personnel.
  • Assists all DES Divisions with the completion of any orders of protection (OOP), injunctions against harassment (IAH), injunctions against harassment in the workplace (IAH-W), and assists in training other PSA personnel for those processes.
