About The Position

Under direction, coordinates, implements and manages the Section's activities assuming progressive degrees of responsibility and leadership in the planning, estimating, scheduling, budgeting, cost analysis, project control, progress reporting, monitoring of large and small procurements of rolling stock, evaluation and deployment of new technologies including all relevant aspects of Quality Assurance, Quality Control, processes, technical specifications, acceptance and deployment of vehicles procured. Frequently resolves complex technical issues impacting existing rolling stock utilizing knowledge gained from experience where procedures may not be prescribed or well defined. Assigns Project Managers and/or other resources to projects or programs and ensures project requirements and defined goals are achieved.

Requirements

  • Any combination of education and experience equivalent to a bachelor's degree in mechanical engineering, or related field with a minimum of five years of experience in engineering and/or transportation maintenance, operations, planning, vehicle manufacturing, or related field, three years of which are senior level project management.

  • Previous management and rolling stock procurement experience are preferred.

Responsibilities

  • Under direction from Senior Management, develops, reviews and manages all multi-million dollar rolling stock procurements and OCTA fleet refurbishment projects (repowers, mid-life, campaigns, etc.), provides recommendations for required support equipment including detailed schedules cost content, development of project estimates, project timelines, budgets, and submit requests for funding sources.
  • Manages project budgets, reports status of projects to the reporting manager(s) and applicable internal and external committees or entities. Provides reports on project accomplishments and progress.
  • Creates, reviews, and updates schedule progress and expenditures against project plans and budgets. Provides presentations and/or reports to management and committees or relevant data.
  • Creates strategies to ensure successful collaboration with Contract and Materials Management (CAMM) managers and team members. Ensures effective communication by coordination, establishing and maintaining communication lines with project managers and contract administrators.
  • Ensures that revenue vehicles are specified, procured, accepted, and deployed in compliance with contract requirements. Monitors and manages bus and related equipment procurements as they relate to new technologies.
  • Ensures preventive and predictive maintenance programs and campaigns are planned, documented, and executed successfully.
  • Communicates fleet performance recommendations to Maintenance bases, Operations, and other departments to ensure effectiveness of implementations, minimum impact on service, and maximum impact on safety.
  • Develops, prepares, and presents the Section's budget to meet performance indicators and fleet needs to management and committees.
  • Acts as an OCTA mentor and/or resident expert, regarding transit technical services, to team members, as well as internal and external customers in assessing, evaluating, analyzing and deploying projects, compliance with applicable regulatory requirements, policies and procedures.
  • Coach team members with skills used in engineering practices, supervises the performance and career development of subordinate staff, including recruiting, career path development, discipline, and performance evaluation reviews.
  • Analyzes projects costs and provides recommendations to assure conformance with available funding sources. Reviews and processes all manufacturing, services, procurement of project-parts and invoices.
  • Reviews design and proposed manufacturing schedules and provides recommendations to ensure conformance with project milestones and/or delivery requirements.
  • Establishes measurable safety, service, and cost performance indicators for fleet performance.
  • Compares fleet performance to performance criteria. Determines maintenance actions that meet the safety, service, and cost indicators while continuing to reduce costs. Reports fleet performance to support analysis efforts.
  • Identifies and evaluates regulatory requirements to be included in work standards, procedures, and contribution to fleet performance.
  • Develops inventory strategy in concert with Contracts and Materials Management to support safety and service indicators while reducing costs and oversees bus warranty issues.
