About The Position

Performs advanced technical and professional work supervising the functions associated with the County's stormwater management, erosion and sediment control, and Chesapeake Bay Acts.

Requirements

  • Any combination of education and experience equivalent to a Bachelor’s degree in civil engineering, hydrology, water resources management, or other related field; extensive experience in Stormwater or related field, and some supervisory experience.
  • Must possess, or be able to obtain within 30 days, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
  • Must possess, or be able to obtain within 12 months, a dual certification as a combined administrator in erosion and sediment control and stormwater from the Virginia Department of Environmental Quality.
  • Must possess, or be able to obtain within 12 months, certification as a Certified Floodplain Manager (CFM) from the Association of State Floodplain Managers.
  • Knowledge of the principles, practices, and techniques of the management of stormwater and water quality/quantity infrastructure; the principles and practices of supervision and management; departmental policies, procedures, and technical standards.
  • Skill in the use of computer software, especially Microsoft Office Suite.
  • Ability to prepare complex technical reports and communicate complex technical issues to the general public and elected officials; establish and maintain effective working relationships with County officials, employees, contractors, and the public; communicate effectively, both orally and in writing; plan and supervise the work of others.

Responsibilities

  • Provides effective supervision of assigned staff, including selection, performance management, employee relations, training, prioritizing and assigning work, and related activities.
  • Serves as the County's floodplain administrator and Community Rating System coordinator; performs Capital Improvement Program planning for Stormwater projects, including assisting with development of the division's capital improvement and capital maintenance budgets.
  • Manages Stormwater Local Assistance Grant program as well as other grant funding programs.
  • Assists the Director in setting policy involving the erosion and sediment control, stormwater management, and Chesapeake Bay ordinances; oversees the private and public stormwater management facility and dam safety program inspection and certification programs, the County's pollution prevention program, and the private stormwater outreach and grant program.
  • Oversees watershed management plan implementation.
  • Assists with other division administrative tasks.
  • Performs other duties as assigned.
