About The Position

Under the general direction of the Assistant Director of Public Works, to plan, organize, and direct all operations and functions of the Stormwater Services Division including developing, implementing, and evaluating programs, projects, and policies that support effective stormwater and floodplain management. Oversees compliance, education, and enforcement activities in accordance with local, state, and federal regulations. Plans, directs, coordinates, and supervises all field activities of the Stormwater Services Division, including the operation and maintenance of stormwater facilities, infrastructure, and assets throughout the city. Administers and oversees the Stormwater Utility Fee Program. Manages and ensures compliance with state and federal stormwater permits. Provides leadership to create a structured, team-focused work environment. Performs managerial duties including payroll, timekeeping, hiring, and disciplinary actions. Administers employee policies, training, and development, assigns work, and promotes core values and team-building initiatives. Develops and implements maintenance programs, schedules, and timetables. Develops and implements the departmental budget, allocates resources, and prioritizes projects based on need and resources. Continuously evaluates current and future funding needs and pursues additional funding or grants when needed. Oversees and is responsible for all division purchase orders and requisitions in compliance with City purchasing policies. Maintains expertise in current technical standards, processes, and procedures. Continuously evaluates division workload, administrative, and support systems. Conducts personnel evaluations, supports staff development, recommends operational improvements, and produces operational status reports. Responds to and resolves complex and sensitive citizen inquiries and complaints. Directs and supervises the planning, preparation, construction, and inspections in compliance with state and federal stormwater permits. Coordinates, collaborates, and communicates effectively with Public Works and other City divisions, outside organizations, and contractors to address current requirements or future projects. Operates a City vehicle on a daily basis to visit work sites, attend meetings, and respond to citizen concerns.

Requirements

  • Knowledge of principles, practices, and methods related to stormwater quantity and quality management.
  • Knowledge of applicable federal, state, and local laws, codes, and regulations governing stormwater and floodplain management.
  • Knowledge of principles and practices of public management and administration.
  • Knowledge of principles and procedures of accurate recordkeeping and reporting.
  • Knowledge of principles and practices for effective public interaction and customer service.
  • Knowledge of principles of budget preparation, monitoring, and fiscal control.
  • Knowledge of various agencies associated with Stormwater and floodplain management.
  • Skill to communicate effectively with staff, City Council, media, and the public.
  • Skill to prioritize work, train and equip staff effectively, and manage the division’s annual budget.
  • Skill to exercise initiative and independent judgment within established guidelines.
  • Skill to operate and utilize data management devices, including computers, tablets, and communication devices.
  • Skill to operate a motor vehicle safely.
  • Ability to interpret and apply applicable federal, state, and local laws, codes, and regulations.
  • Ability to plan, schedule, and supervise engineering, construction, and maintenance work.
  • Ability to prepare and maintain accurate and complete reports and records.
  • Ability to respond promptly to inquiries and requests from the public.
  • Ability to select, supervise, train, and evaluate assigned staff members.

  • Ability to schedule and monitor maintenance programs on a long-term basis.

  • Six (6) years of supervisory experience in stormwater construction, maintenance, and repair is required.
  • Three (3) years of experience in directly supervising personnel in an office and field environment is required.
  • A valid Texas driver’s license, the ability to obtain one within (90) days of employment, or a military waiver is required.
  • Bloodborne Pathogens training, HazCom training, and HIPAA Compliance training within sixty (60) days of employment is required.
  • First Aid/CPR certification and recertification are required following employment.

Nice To Haves

  • Three (3) years of experience with grading and stormwater drainage is preferred.
  • A bachelor’s degree from an accredited college or university with major coursework in civil engineering, environmental engineering, public administration, or a related field is preferred.
  • A Texas Floodplain Manager certification is preferred.
  • A Non-Commercial Herbicide Applicator License from the Texas Department of Agriculture is preferred.
