About The Position

The Department of Conservation and Recreation (DCR) seeks applicants for the position Seasonal Recreation Facilities Supervisor IV (RFS) – Bureau of Pool and Waterfront Safety, North Region, 2026 Summer season. Under the direction of the Bureau of Pool & Waterfront Safety and Regional PWS Manager, this role plans, administers, and coordinates DCR’s extensive aquatic program for an assigned Region, while simultaneously supporting program implementation across all regions. The RFS IV is responsible for the initiation and implementation of Bureau programs and services at both guarded and unguarded Designated Swimming Areas (DSAs) and swimming pool facilities within the assigned region. This position works closely with Bureau staff to conduct outreach and recruitment efforts designed to attract and maintain an adequate number of certified and qualified seasonal lifeguards, instructors, facility supervisors and other staff necessary for the safe operation of DCR pools and beaches. Recommends staffing levels and adjustments to work schedules to assure visitors and patrons the safest possible aquatic recreational opportunity; and implements recreational programming in the communities served through direct supervision of PWS RFS III and RFS II staff within the Region. The RFS IV ensures that all applicable Department of Public Health (DPH) regulations and DCR standards for the operation of DSAs and swimming pools are being met and/or exceeded as they relate to safety and customer service for the assigned Region.

Requirements

  • At least (A) three years of full-time, or equivalent part-time, experience in the maintenance and/or repair of recreational facilities or in recreational facilities or in recreational management
  • Of which at least one year must have been in a supervisory capacity
  • Any equivalent combination of the required experience and the substitutions below.
  • A certificate, diploma or degree as evidence of satisfactory completion of at least a two-year program in a recognized school above the high school level in building construction technology, electrical engineering technology, mechanical engineering technology or mechanical power engineering technology may be substituted for a maximum of one year of the required (A) experience.
  • Education toward such a program will be prorated on the basis of the proportion of the requirements actually completed.
  • Educational substitutions will only be permitted for a maximum of one year of the required (A) experience.
  • No substitutions will be permitted for the required (B) experience.

Responsibilities

  • Coordinates with the Bureau the outreach, recruitment, hiring, training, and assignment of qualified lifeguards, instructors, and other DSA and pool staff.
  • Coordinates and promotes the growth of the DCR’s lifeguard training program in the Region.
  • Reviews current staffing patterns and recommends options for maximizing staff efficiency and cost effectiveness.
  • Recommends and participates in the development of seasonal staffing plans, including weekly staff schedules for assigned areas.
  • Coordinates lifeguard testing and training sessions within the assigned region, including scheduling of training location(s); assists with testing of lifeguards, and verification of proper certification and eligibility for employment.
  • Monitors PWS staff for required certifications and training and maintains training and certification records for PWS staff including Lifeguarding/First Aid, CPR for the Professional Rescuer, Water Safety Instructor, Lifeguarding Instructor and qualified pool operator certification.
  • Assists in preparing and presenting aquatic operations and safety training materials and curriculum as needed.
  • Assists in developing and presenting seasonal training for lifeguards, head lifeguards, and waterfront supervisors.
  • Implements training program for pool managers and assistant pool managers, and coordinates waterfront training opportunities for waterfront supervisors.
  • Conducts and tracks in-service training for Pool and Waterfront Safety staff using computer-based systems.
  • Directly supervises seasonal Recreation Facility Supervisors (duty supervisors) and other Pool and Waterfront Safety staff as assigned, providing direct supervision of and ongoing coaching and direction to Pool Managers/Assistant Pool Managers and Waterfront Supervisors within the assigned Region.
  • Assists in seasonal staff evaluations for lifeguards and head lifeguards.
  • May conduct lifeguarding and CPR/AED certification courses if certified to do so.
  • Reviews with and distributes to staff all Standard Operating Procedures and/or other such manuals and documents describing standards and procedures for safe and efficient operation of swimming pools and designated swimming areas.
  • Assists PWS Regional Manager in developing site-specific safety protocols for each pool and DSA within the regions and schedules and conducts mock drills and training programs to ensure effectiveness of emergency action plans.
  • Teaches and monitors staff responsibilities by actively demonstrating appropriate standards for customer service and facility operations, including proper use of facility equipment, chemical application and storage, and the proper use of personal protective equipment.
  • Conducts and ensures proper maintenance of aquatic-related facilities, equipment and supplies, including ensuring compliance with DCR and DPH standards for swimming pool operations.
  • Assesses potential aquatic hazards to assure that the minimum safety criteria are followed, including that access to equipment is controlled, rules for use of aquatic areas and equipment are communicated to participants and visibly posted, known hazards are eliminated or controlled, facility equipment is regularly checked and maintained in safe and proper working order in conformance with manufacturer recommendations, rescue equipment is readily available and in good repair, guests and staff are oriented to the rules and boundaries of designated swimming areas, and ensures that water and weather conditions are monitored and that appropriate action is taken in accordance with DCR policies and procedures for environmental conditions.
  • Conducts regular safety inspections of swimming areas, swimming pools and equipment to reduce hazards to provide maximum safety to patrons.
  • Assist with setting up designated swimming areas.
  • Coordinates with engineering and maintenance teams regarding swimming pool operations, including circulation and filtration systems requirements as well as other maintenance needs.
  • Develops and implements an ongoing equipment preventive maintenance program.
  • Maintains safety and security of DSA and swimming pool facilities ensuring DCR and DPH standards are met, including compliance with standards for signage and for lifesaving equipment.
  • Conducts initial and end-of-season inventory, stores equipment, and maintains current inventory of equipment and supplies at each facility within the region.
  • Ensures DSA and Swimming Pool Supervisors review the DCR Standard Operating Procedures for Pools and Designated Swimming areas, facility-specific operational manuals, DPH Regulations and other relevant policies, procedures and programmatic materials.
  • Coordinates collection and reporting of bathing water quality sampling data.
  • Effectively connects and builds relationships with patrons and the community.
  • Addresses complaints and resolves problems.
  • Develops and maintains collaborative relationships with other community organizations.
  • Recommends program activities and expands existing program within the community such as swim lessons.
  • Assists in the marketing and distribution of program information such as swimming lessons.
  • Monitors and evaluates the effectiveness of and participation in recreation programs.
