About The Position

Odyssey has an exciting new opportunity for a Space Domain Awareness (SDA) Manpower and Financial Analyst supporting the U.S. Space Force, Combat Forces Command (CFC), Space Domain Awareness (SDA), Mission Delta 2 (MD 2). This is a full-time position at Peterson Space Force Base in Colorado Springs, CO that allows 1-2 days per week of telework at the discretion of the Government. As an SDA Manpower and Financial Analyst, you will provide planning, programming, budgeting, and execution (PPBE), logistics and manpower support across multiple squadrons and MD 2. MD 2 leads SDA operations with current SDA programs of record, networks, and Command and Control (C2) data exploitation and dissemination systems and is responsible for integration of SDA sensor data, accredited Space Surveillance Network (SSN) or non-traditional sources, for USSPACECOM missions while sustaining existing various sensor systems including Eglin Radar, Space Fence, C-Band Radar, Australia, the Ground-Based Electro Optical Deep Space Surveillance (GEODSS) system, the Space Surveillance Telescope (SST) and the future Deep Advanced Radar Capability (DARC). Odyssey provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration. These tasks are executed laterally with SpOC, Space Systems Command, development contractors, and SDA stakeholders.

Requirements

  • Bachelor's degree in Business, Accounting, Human Resources, or a related field
  • 2 or more years of experience performing accounting, human resources or a related field within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency team

Responsibilities

  • Managing military and civilian personnel resources and ensure the efficient functioning of the mission delta, squadrons, and detachments.
  • Administering Human Resources, Commander’s Support Staff (CSS) plans and programs, and Unit Deployment Manager (UDM) for the organization.
  • Providing civilian and military personnel administrative support, impacting everything from personnel and resource management to training and manpower analysis for the entire Delta.
  • Supporting planning, programming, budgeting, book-keeping and accounting, document maintenance and cost reporting tasks required to support agency projects and programs.
  • Independently planning, organizing, completing, and presenting assessments of cost, budget, and schedule implications, and preparing, analyzing, interpreting, and reconciling budgetary or financial data.
  • Providing subject matter expertise and performing a wide variety of financial planning and management tasks.
  • Comprehending Office of Personnel Management (OPM) guidance to provide guidance to MD 2, squadrons and detachments for planning and execution of processes to include civilian hiring, and appraisals.
  • Analyzing manpower needs, developing organizational structures, and managing allocation of personnel and resources to meet mission requirements.
  • Providing personnel administration including maintaining records, processing personnel actions, and providing support to service members and their family.
  • Providing talent management for military and civilian personnel to include the development and maintenance of organizational charts, recall rosters, unit manning documents, additional duty assignment tracker(s), volunteer assignment tracker(s), as well as a 90-day minimum inbound and outbound projection.
  • Assisting in hiring actions to support gaps within the Delta including the reporting of status against green door, vulnerable-to-move list, permanent change of assignment board(s), and reclama actions.
  • Managing inbound and deployed sponsor assignments, developing, and managing in-processing and unit out-processing checklists, and coordinating outbound going away actions.
  • Providing personnel support to include management and tracking of personnel performance reports and appraisals, 971 employee work folders, performance descriptions and duty title descriptions, unit required training, currency and status of fitness reports, currency of individual medical readiness, decorations, stratification boards, developmental and education boards, and award opportunities.
  • Maintaining a repository of current personnel documentation, both military and civilian.
  • Reporting status for talent management, personnel support actions, and key Delta and/or leadership events and availability during staff meetings or as required by Government Leadership.
  • Planning, organizing, and overseeing all unit-level deployment activities, to include managing Unit Type Codes (UTCs), coordinating with functional managers, and ensuring the readiness of personnel and equipment for deployment.
  • Managing status of personnel milestones and associated documentation.
  • Providing funding, forecasting, budget information, execution status, and funds reconciliation, following the PPBE process, using the provided FM tools and systems.
  • Assisting the team with the appropriate financial support to enable the programs to meet requirements.
  • Maintaining cognizance of the status of approved, deferred, and released funds and providing appropriate tracking documentation for various program funds, and providing financial information for the preparation and execution of financial documents.
  • Providing Government with oversight/reporting information that identifies current and future funding requirements.
  • Maintaining an accurate audit trail to separately track, record, and report the status of each funding document to ensure proper use of all funds (active, expired, and canceled).
  • Providing Government with research and analysis to support responding to inter-agency and higher headquarters requests for information, such as process development and updates, planning papers, processes, etc.
  • Advising the Government financial management and program teams to develop budget submissions (e.g., Procurement Documents (P-Docs), Program Office Memorandum (POM) inputs).
  • Maintaining up-to-date knowledge of FM regulations and Appropriations law.
  • Maintaining knowledge of and proficiency on Government financial activity systems, Comprehensive Cost and Requirement System (CCAR), CRIS, Defense Enterprise Accounting and Management System (DEAMS), Looking Glass, and Mechanization of Contract Administrative Services (MOCAS).
  • Providing planning assistance to Division members for numerous requests/issues/ requirements not listed above.
