About The Position

Responsible for the development, implementation, and success of SER National’s Senior Community Service Employment Program (SCSEP) within assigned state. Direct and oversee all the assigned state SCSEP project offices. Directly responsible for overall program implementation, including performance, compliance with regulations, and relationships with employers, host agencies, community partners and staff.

Requirements

  • Bachelor’s degree from an accredited college or university in public administration, social services, business administration, workforce development, nonprofit management, or a related field required.
  • Equivalent years of directly related experience may be considered in lieu of a degree.
  • Minimum of five years of progressively responsible experience in workforce development, grant-funded programs, employment and training programs, social services, or nonprofit program management.
  • Experience managing or overseeing SCSEP at the state, regional, or national level strongly preferred.
  • Previous supervisory or director-level experience required.
  • Knowledge of the Older Americans Act and SCSEP regulations required.
  • Knowledge of WIOA, workforce development systems, employment and training practices, and federal grant compliance preferred.
  • Knowledge of relevant federal, state, and local regulations affecting employment, training, participant services, and workforce programs.
  • Experience working with older adults, low-income populations, community-based organizations, host agencies, workforce partners, and employers preferred.
  • Knowledge of social services, case management, counseling, career planning, job placement, and community agency practices.
  • Knowledge of, or ability to learn and effectively use, SALES FORCE (SCSEP HUB), GPMS, and other automated reporting and data management systems.
  • Strong leadership, management, supervision, and staff development skills.
  • Strong organizational skills with the ability to manage competing priorities, meet deadlines, and maintain composure under pressure.
  • Proficiency in Microsoft Office, including Word, Excel, Outlook, PowerPoint, and related reporting systems.
  • Excellent oral and written communication skills.
  • Bilingual English/Spanish preferred.
  • Ability and willingness to travel extensively, including overnight travel as required.
  • Ability to work flexible hours, including evenings or weekends when necessary.
  • Must possess and maintain a valid driver’s license, automobile liability insurance, and access to reliable transportation.

Responsibilities

  • Provides strategic leadership, direction, and oversight for the implementation of SER National’s Senior Community Service Employment Program (SCSEP) operations.
  • Works collaboratively with SER National leadership, staff, partners, and local program teams to ensure the effective coordination and delivery of SCSEP services and activities.
  • Oversees statewide SCSEP program operations to ensure compliance with all federal, state, organizational, contractual, and grant requirements, including the Older Americans Act, U.S. Department of Labor regulations, and SER National policies.
  • Monitors program performance across assigned state, including enrollment, participant training hours, host agency placements, unsubsidized employment outcomes, data accuracy, and other required performance measures.
  • Maintains regular communication with regional staff, host agencies, workforce partners, community-based organizations, and other stakeholders to ensure program alignment, accountability, and quality service delivery.
  • Ensure that program policies, procedures, internal controls, are implemented consistently and remain in compliance with applicable regulations and grant requirements.
  • Provides leadership and guidance to local SCSEP program and staff to support successful program operations, participant services, employer engagement, host agency coordination, and community partnerships.
  • Provides technical assistance, training, coaching, and corrective guidance to regional and local SCSEP staff on program operations, fiscal compliance, data reporting, performance outcomes, and service delivery expectations.
  • Supervises, supports, and evaluates assigned SCSEP program staff, including conducting performance reviews, setting expectations, monitoring accountability, and supporting staff development and professional growth.
  • Coordinates and conducts on-site monitoring visits, program reviews, staff training sessions, and technical assistance visits to ensure compliance, identify best practices, address deficiencies, and strengthen program performance.
  • Reviews and analyzes program data, performance reports, and monitoring results to identify trends, challenges, risks, and opportunities for improvement.
  • Develops, compiles, reviews, and submits weekly, monthly, quarterly, and annual reports related to SCSEP activities, outcomes, compliance, and performance for the National SCSEP Director.
  • Supports the development and implementation of corrective action plans, quality improvement strategies, and performance improvement initiatives when program goals, compliance standards, and benchmarks are not being met.
  • Represents SER National in meetings with partners, funders, workforce agencies, community organizations, and other stakeholders as appropriate.
  • Promotes a culture of accountability, professionalism, compliance, collaboration, and continuous improvement across all assigned SCSEP sites.
  • Performs other duties as assigned to support the goals and objectives of SER National and the SCSEP program.
