About The Position

The Scientific Program Manager will provide support to the National Cancer Institute (NCI) within the National Institutes of Health. The Scientific Program Manager shall successfully perform the specialized support tasks described below, which include end-user and Core/Facility Manager training, usage reporting, stakeholder coordination, platform development support, communications strategy, project management, annual review, and task tracking, all in support of sustaining and driving adoption of CREx across the NIH IRP.

Requirements

  • Master's degree in a scientific, public health, business administration, or related field
  • Minimum of 6 years of progressive program/project management experience, including experience managing web-based platforms or databases, coordinating multi-stakeholder training programs, and producing executive-level reporting for senior leadership.
  • Experience within an NIH, IRP, or broader federal biomedical research environment strongly preferred, including familiarity with Core Lab operations, IC-level stakeholder coordination, and scientific resource-sharing platforms.

Responsibilities

  • Coordinate and conduct CREx end-user training sessions for each participating NIH IRP I/C.
  • Schedule monthly user group training sessions in coordination with I/C Points of Contact (POCs).
  • Conduct trainings for small user groups or individual users from participating I/Cs.
  • Plan and implement rollout activities and training sessions for new users joining the platform in coordination with I/C POC.
  • Coordinate and conduct training sessions for Core/Facility Managers from participating I/Cs.
  • Schedule Core/Facility Manager training sessions in coordination with I/C POCs.
  • Conduct trainings for small groups or individual Core/Facility Managers from participating I/Cs.
  • Implement an automated workflow to request content updates from IRP Core/Facilities and ensure updates are reflected on the web portal in near-real time. This will include following up with core directors that do not respond.
  • Plan and implement rollouts and training sessions to new Core Managers joining the platform.
  • Develop monthly reports summarizing CREx usage statistics, Core Manager adoption, and other relevant platform adoption metrics for each I/C.
  • Draft annual reports on IRP-wide adoption of the platform that will be presented to the NIH Shared Resources Subcommittee (SRS) and NIH Scientific Directors.
  • Coordinate quarterly meetings with I/C POC groups to discuss adoption across the IRP, identify areas for improvement, and determine priorities for linking the platform to other IRP and I/C electronic systems.
  • Assist in the implementation of further development of CREx in coordination with key stakeholders of complementary IRP and I/C electronic systems (e.g., core lab request systems).
  • Assist the OSTR/CCR leadership team in strategic planning to expand and/or improve the platform to enhance value to IRP researchers and improve the overall user experience.
  • Develop, coordinate, and implement communications strategies pertaining to CREx, including engaging with communications specialists affiliated with Office of Intramural Research (OIR), IRP, and OSTR.
  • Develop and distribute monthly e-newsletters highlighting cores, resources, technologies new to IRP, technology seminars, and other scientific events.
  • Plan and coordinate other IRP-wide research technology events highlighting core resources across the IRP.
  • Meet weekly with the OSTR Project Officer and COR to discuss written progress reports and prioritize monthly goals.
  • Conduct close out reviews at the end of fiscal year to gauge current adoption and identify areas for improvement.
  • Establish and follow up on all assigned tasks and correspondence to ensure that timely completion of all tasks and/or deadlines is met.
